AMENDMENT TO SENATE BILL 1160

2    AMENDMENT NO. ______. Amend Senate Bill 1160 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Renewable Energy Component Recycling Task
5Force Act is amended by changing Section 15 as follows:
 
6    (20 ILCS 4118/15)
7    (Section scheduled to be repealed on December 31, 2025)
8    Sec. 15. Duties and report.
9    (a) The REC Recycling Task Force shall have the following
10duties:
11        (1) Investigate options for recycling and other end of
12    life management methods for renewable energy generation
13    components and energy storage devices in accordance with
14    State and federal requirements.
15        (2) Identify preferred methods to safely and
16    responsibly manage end of life renewable energy generating

1    components and energy storage devices, including the reuse
2    or refurbishment.
3        (3) Consider the economic and environmental costs and
4    benefits associated with each method of recycling or end
5    of life management identified.
6        (4) Project the economically productive life cycle of
7    various types of renewable energy generating equipment and
8    energy storage systems currently in use or planned for
9    development in this State and model the impact that may be
10    expected to the State's landfill capacity if landfill
11    disposal is permitted for all such equipment and storage
12    systems at end of life.
13        (5) Survey federal and other states' and countries'
14    regulatory requirements relating to the end of life
15    management, decommissioning, and financial assurance
16    requirements for owners, operators, developers, and
17    manufacturers of renewable energy generation components
18    and energy storage systems.
19        (6) Identify infrastructure that may be needed to
20    develop a practical, effective, and cost-efficient means
21    to collect and transport end of life renewable generation
22    components and energy storage systems in State for reuse,
23    refurbishment, recycling, or disposal.
24        (7) Receive stakeholder engagement and feedback on
25    various recycling and end of life management proposals for
26    renewable energy generation components and energy storage

1    systems.
2        (8) Develop recommendations for legislative,
3    administrative, or private sector action to implement
4    recycling and end of life management for renewable energy
5    generation components and energy storage systems.
6        (9) Consider the benefits of prohibiting a person from
7    mixing renewable energy generation components and energy
8    storage systems with municipal waste that is intended for
9    disposal at a landfill.
10        (10) Consider the benefits of prohibiting a person
11    from disposing of renewable energy generation components
12    and energy storage systems in a sanitary landfill.
13    (b) The REC Recycling Task Force shall submit a final
14report on activities conducted pursuant to this Act with
15findings, including stakeholder input, to the General Assembly
16and the Governor's Office no later than July 1, 2025.

18    Section 99. Effective date. This Act takes effect upon
19becoming law.".
