SYNOPSIS AS INTRODUCED:
 
415 ILCS 5/13.10 new

    Amends the Environmental Protection Act. Requires the Environmental Protection Agency to propose and the Pollution Control Board to adopt rules defining what microplastics are for purposes of regulating their presence in drinking water. Directs the Agency to propose and the Board to adopt rules establishing a standard methodology to be used in the testing of drinking water for microplastics, requirements for testing drinking water for microplastics, and standards for the accreditation by the Agency of qualified laboratories to analyze drinking water for microplastics. Provides that the Agency, if it deems doing so is appropriate, is to consider issuing a notification level to aid consumers in the interpretation of the results of drinking water testing.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Environmental Protection Act is amended by
5adding Section 13.10 as follows:
 
6    (415 ILCS 5/13.10 new)
7    Sec. 13.10. Microplastics.
8    (a) On or before July 1, 2024, the Agency shall propose and
9the Board shall adopt rules defining what microplastics are
10for purposes of regulating their presence in drinking water.
11    (b) On or before July 1, 2025, the Agency shall propose and
12the Board shall adopt rules to establish:
13        (1) a standard methodology to be used in the testing
14    of drinking water for microplastics;
15        (2) requirements for testing and reporting of
16    microplastics in drinking water, including public
17    disclosure of the results of that testing, for 4 years;
18    and
19        (3) standards for the accreditation by the Agency of
20    qualified laboratories in Illinois to analyze drinking
21    water for microplastics.
22    (c) On or before July 1, 2025, the Agency shall, if deems
23doing so is appropriate, issue a notification level or other
