| 6 | | and discovery and to issue subpoenas. After concluding its |
| 7 | | investigation, the Director shall notify all parties of the |
| 8 | | determination. The Director shall issue a notice of violation |
| 9 | | when the investigation has established that a violation of any |
| 10 | | part of this Act occurred or is occurring.
The Department |
| 11 | | shall serve notice on the parties by certified U.S. mail, |
| 12 | | postage prepaid, return receipt requested, addressed to the |
| 13 | | last known address of the parties. Within 20 days after the |
| 14 | | date of service, a party may request a hearing by certified |
| 15 | | mail or personal delivery to the Department.
