AMENDMENT TO SENATE BILL 2850

2    AMENDMENT NO. ______. Amend Senate Bill 2850 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The River Conservancy Districts Act is amended
5by changing Section 6 as follows:
 
6    (70 ILCS 2105/6)  (from Ch. 42, par. 388)
7    Sec. 6. The board of trustees shall exercise all of the
8powers and control the affairs and property of the district.
9The board at their first meeting in May of each year shall
10elect one of their number as president, one of their number as
11vice-president and one of their number as secretary. The board
12may appoint an engineer who may be an individual,
13co-partnership or corporation, an attorney, an executive
14vice-president, a manager, a treasurer, and other engineers,
15attorneys, agents, clerks and assistants for the district who
16shall hold office during the pleasure of the board and who

1shall give such bond as the board may require. The board may
2prescribe the duties and fix the compensation of all the
3officers and employees of the district. A member of the board
4may not receive more than $6,000 $3,000 per annum. At the
5Board's discretion, the Board may adjust the compensation
6amounts for inflation as determined by the Consumer Price
7Index for All Urban Consumers for all items published by the
8United States Department of Labor and rounded to the nearest
9$100. The Board members shall also be reimbursed for ordinary
10and necessary expenses incurred in performing the member's
11duties under this Act. The board may pass all necessary
12ordinances, rules and regulations.

14    Section 10. The Fox Waterway Agency Act is amended by
15changing Section 6 as follows:
 
16    (615 ILCS 90/6)  (from Ch. 19, par. 1206)
17    Sec. 6. The Board shall meet as soon as practicable after
18the directors assume the duties of office and shall meet at
19least 6 times annually or more often at the discretion of the
20Chairman or upon the request of 2/3 of the directors. The Board
21shall select from its membership a Secretary and a Treasurer.
22The Treasurer shall be custodian of all Agency funds and shall
23be bonded in such amount as the other members designate. The
24Chairman shall have the power to vote only in the event of a

1tie, but shall fully participate as a director in all other
2respects. Directors and the Chairman may be compensated at the
3discretion of the Board in the sum of up to $6,000 $3,000 per
4year for each director and up to $10,000 $5,000 per year for
5the chairman, effective immediately upon approval of the
6Board. At the Board's discretion, the Board may adjust the
7compensation amounts for inflation as determined by the
8Consumer Price Index for All Urban Consumers for all items
9published by the United States Department of Labor and rounded
10to the nearest $100. The Board members shall also be
11reimbursed for ordinary and necessary expenses incurred in
12performing their duties under this Act. The Board shall
13appoint a person to serve as executive director, who shall act
14as the chief administrative officer of the Agency and oversee
15and administer the daily function and staff of the Agency, in
16accordance with Board policy. The executive director shall be
17a person of recognized ability in business or waterway
18management.
