Amend Senate Bill 2933, AS AMENDED, with reference to page and line numbers of Senate Amendment No. 1, on page 1, by replacing lines 4 through 6 with "not include debt charged to a credit card or an open-end or close-end extension of credit made by a financial institution to a borrower unless the open-end or close-end extension of credit may be used by the borrower".
