AMENDMENT TO SENATE BILL 3768

2    AMENDMENT NO. ______. Amend Senate Bill 3768 as follows:
 
3by replacing line 12 on page 1 through line 4 on page 2 with
4the following:
5    "(a) For the purpose of this Section, persons with
6deaf-blindness are (i) individuals with concomitant hearing
7and visual impairments, the combination of which causes such
8severe communication and other developmental and educational
9needs that they cannot be accommodated in special education
10programs solely for children with deafness or children with
11blindness, (ii) individuals with solely a hearing impairment,
12or (iii) individuals with solely a visual impairment. persons
13who have both auditory and visual impairments, the combination
14of which causes such severe communication and other
15developmental, educational, vocational and rehabilitation
16problems that such persons cannot be properly accommodated in
17special education or vocational rehabilitation programs solely

1for persons with both hearing and visual disabilities.
2    (b) To be eligible for deaf-blind services under this
3Section, a person must have (i) a visual impairment, a hearing
4and an auditory impairment, or both or (ii) a condition in
5which there is a progressive loss of hearing, or vision, or
6both that results in concomitant vision and hearing
7impairments and that adversely affects educational performance
8as determined by the multidisciplinary conference. For
9purposes of this paragraph and Section:"; and
 
10on page 2, line 15, by replacing "An auditory" with "A hearing
11An auditory"; and
 
12on page 3, lines 7 through 9, by deleting "The Philip J. Rock
13Center and School shall be located in the Chicago metropolitan
14area near public transportation."; and
 
15on page 4, by replacing lines 6 through 8 with the following:
16        "(6) maintaining Maintaining a
17    residential-educational training facility with or without
18    a day program in the Chicago metropolitan area located
19    near in an area accessible to public transportation;"; and
 
20on page 4, by replacing lines 23 through 25 with the following:
21        "(11) serving Serving as the information referral
22    clearinghouse for all persons who are deaf-blind, age 21
