| 1 | | SENATE RESOLUTION | 2 | | WHEREAS, The members of the Illinois Senate wish to | 3 | | congratulate Kathleen Hazelwood on the occasion her retirement | 4 | | from the Commission on Government Forecasting and | 5 | | Accountability (CGFA); and | 6 | | WHEREAS, Kathleen Hazelwood has had a 36-year career with | 7 | | the Illinois General Assembly (IGA), beginning as a research | 8 | | associate at the Illinois Commission on Intergovernmental | 9 | | Cooperation (ICIC), where she later became executive | 10 | | secretary, project coordinator, and office manager; and | 11 | | WHEREAS, Through ICIC, Kathleen Hazelwood's work included | 12 | | coordinating meetings and hearings with many commission | 13 | | members, including then-Senator Barack Obama, helping the IGA | 14 | | host the Council of State Governments (CSG) conferences in | 15 | | Chicago, and coordinating the children's program during the | 16 | | National Conference of State Legislatures (NCSL) summit in | 17 | | Chicago; her responsibilities also entailed coordinating the | 18 | | many foreign delegations who met with Illinois legislators, | 19 | | including delegations from Africa, Ireland, Scotland, | 20 | | Pakistan, El Salvador, Australia, Poland, Japan, Spain, India, | 21 | | Russia, Lithuania, South Korea, Egypt, Argentina, Columbia, | 22 | | Ethiopia, Turkey, Germany, and Italy, and this work included | 23 | | setting up meals with IGA members to discuss the ways |

| 1 | | different governments operate and tours to Illinois sites, | 2 | | such as the Lincoln Home, the Dana-Thomas House, and both | 3 | | Capitol buildings; and | 4 | | WHEREAS, After ICIC merged with the Legislative Research | 5 | | Unit (LRU) in 2004, Kathleen Hazelwood eventually took the | 6 | | role of federal aid tracking coordinator, a statutorily | 7 | | required position that tracks federal aid to State agencies | 8 | | and reports on monies received and how they have been | 9 | | sub-granted; she continued serving in this position when the | 10 | | LRU merged with the CGFA in 2018; and | 11 | | WHEREAS, As federal aid tracking coordinator, Kathleen | 12 | | Hazelwood has reported the billions of dollars that Illinois | 13 | | has received through her weekly, quarterly, and annual reports | 14 | | to the IGA, and she has been responsible for compiling the | 15 | | Annual Federal Funds to State Agencies publication; she has | 16 | | also worked with Legislative Information Systems (LIS) to | 17 | | update and reconfigure the Federal Aid Tracking system to make | 18 | | it more efficient; and | 19 | | WHEREAS, Kathleen Hazelwood has served as a member of the | 20 | | Illinois Democratic Women organization and as conference | 21 | | co-chair and president of the Illinois Women in Government | 22 | | (IWIG) conferences; through IWIG, she has also organized meals | 23 | | for members to learn and network with other women to help them |

| 1 | | succeed in their careers and in life; she has also belonged to | 2 | | the Society of Government Meeting Professionals (SGMP), and | 3 | | she was previously named SGMP Meeting Planner of the Year; and | 4 | | WHEREAS, Kathleen Hazelwood is part of GIRLS on a Mission, | 5 | | a women's group that raises money for orphans in Indonesia; | 6 | | she has also assisted with updating suitcases donated to | 7 | | foster children through the Department of Child and Family | 8 | | Services; recently, she coordinated a work outreach in the | 9 | | CGFA office to assist the unhoused population of Springfield | 10 | | by preparing peanut butter and jelly sandwiches; and | 11 | | WHEREAS, Kathleen Hazelwood is the wife of Todd Hazelwood, | 12 | | the mother of twin daughters, Caitlyn and Emily, and one son, | 13 | | Carlton, and the grandmother of Lincoln; and | 14 | | WHEREAS, Kathleen Hazelwood will retire from the CGFA on | 15 | | December 31, 2023; therefore, be it | 16 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | 17 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate | 18 | | Kathleen Hazelwood on her retirement from the Commission on | 19 | | Government Forecasting and Accountability (CGFA), and we wish | 20 | | her the best in her future endeavors; and be it further | 21 | | RESOLVED, That a suitable copy of this resolution be |
