| 1 | | SENATE RESOLUTION | 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Mark Allen Whitbeck of Moline, who | 4 | | passed away on December 7, 2023; and | 5 | | WHEREAS, Mark Whitbeck was born to Theodore and Marillyn | 6 | | (Engvall) Whitbeck in Quonset Point, Rhode Island on January | 7 | | 23, 1955; he served in the U.S. Air Force; he was previously | 8 | | married to Susan Hansen and met his long-time partner, Kathy | 9 | | Umstattd, in 2004; and | 10 | | WHEREAS, Mark Whitbeck worked for the Rock Island County | 11 | | Sheriff's Department for over two decades; and | 12 | | WHEREAS, Mark Whitbeck was an avid angler who loved the | 13 | | art of fishing; he was a committed fan of the St. Louis | 14 | | Cardinals and Chicago Bears; he was an animal lover who found | 15 | | delight in the company of his pets and his granddogs; he had a | 16 | | great sense of humor and an infectious laugh and was the | 17 | | steadfast pillar of his family; he will be remembered for his | 18 | | legacy of love, laughter, dedication, and unyielding | 19 | | commitment to those he held dear; and | 20 | | WHEREAS, Mark Whitbeck was preceded in death by his | 21 | | parents and his brother-in-law, Fernando Patino; and |

| 1 | | WHEREAS, Mark Whitbeck is survived by his partner, Kathy; | 2 | | his daughter, Victoria (fiance, Jared Smet) Umstattd; his | 3 | | granddaughters, Cali, Aubrey, Avreigh, and Kinsley; his | 4 | | sisters, Christi Steiner and Laura (Oscar) Rico; his uncle, | 5 | | Tom Engvall; his nieces and nephews, Joel (Shelly) Vroman, | 6 | | Vanessa (Brian) DeRiemacker, Anthony Patino, and Emmanda | 7 | | (Adam) Merrill; his great-nephews, Devon and Garrett; and a | 8 | | host of cousins and friends; therefore, be it | 9 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | 10 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 11 | | Mark Allen Whitbeck and extend our sincere condolences to his | 12 | | family, friends, and all who knew and loved him; and be it | 13 | | further | 14 | | RESOLVED, That a suitable copy of this resolution be | 15 | | presented to the family of Mark Whitbeck as an expression of | 16 | | our deepest sympathy. |
