| 2 | | AMENDMENT NO. ______. Amend House Bill 2517 by replacing | 3 | | everything after the enacting clause with the following: | 4 | | "Section 5. The Department of Professional Regulation Law | 5 | | of the Civil Administrative Code of Illinois is amended by | 6 | | changing Section 2105-15.7 as follows: | 7 | | (20 ILCS 2105/2105-15.7) | 8 | | Sec. 2105-15.7. Implicit bias awareness training. | 9 | | (a) As used in this Section : , | 10 | | " Health health care professional" means a person licensed | 11 | | or registered by the Department of Financial and Professional | 12 | | Regulation under the following Acts: Medical Practice Act of | 13 | | 1987, Nurse Practice Act, Clinical Psychologist Licensing Act, | 14 | | Illinois Dental Practice Act, Illinois Optometric Practice Act | 15 | | of 1987, Pharmacy Practice Act, Illinois Physical Therapy Act, | 16 | | Physician Assistant Practice Act of 1987, Acupuncture Practice |

| 1 | | Act, Illinois Athletic Trainers Practice Act, Clinical Social | 2 | | Work and Social Work Practice Act, Dietitian Nutritionist | 3 | | Practice Act, Home Medical Equipment and Services Provider | 4 | | License Act, Naprapathic Practice Act, Nursing Home | 5 | | Administrators Licensing and Disciplinary Act, Illinois | 6 | | Occupational Therapy Practice Act, Illinois Optometric | 7 | | Practice Act of 1987, Podiatric Medical Practice Act of 1987, | 8 | | Respiratory Care Practice Act, Professional Counselor and | 9 | | Clinical Professional Counselor Licensing and Practice Act, | 10 | | Sex Offender Evaluation and Treatment Provider Act, Illinois | 11 | | Speech-Language Pathology and Audiology Practice Act, | 12 | | Perfusionist Practice Act, Registered Surgical Assistant and | 13 | | Registered Surgical Technologist Title Protection Act, and | 14 | | Genetic Counselor Licensing Act. | 15 | | "Maternal health care services" means prenatal care or | 16 | | postnatal care. | 17 | | "Postnatal care" means an office visit to a health care | 18 | | professional for the purposes of care related to | 19 | | post-pregnancy that occurs within 12 months after a person has | 20 | | given birth, with reference to the person who has given birth. | 21 | | "Prenatal care" has the meaning given to that term in the | 22 | | Maternal Mental Health Conditions Education, Early Diagnosis, | 23 | | and Treatment Act. | 24 | | (b) A For license or registration renewals occurring on or | 25 | | after January 1, 2023, a health care professional who has | 26 | | continuing education requirements must complete at least a |

| 1 | | one-hour course in training on implicit bias awareness per | 2 | | renewal period. On and after January 1, 2026, for health care | 3 | | professionals who provide maternal health care services and | 4 | | seek to renew a license or registration, the one-hour course | 5 | | in training on implicit bias awareness shall include training | 6 | | in potential maternal health risk factors associated with | 7 | | childbearing individuals who are part of a marginalized racial | 8 | | or ethnic group with increased maternal mortality rates. A | 9 | | health care professional may count this one hour for | 10 | | completion of this course toward meeting the minimum credit | 11 | | hours required for continuing education. Any training on | 12 | | implicit bias awareness applied to meet any other State | 13 | | licensure requirement, professional accreditation or | 14 | | certification requirement, or health care institutional | 15 | | practice agreement may count toward the one-hour requirement | 16 | | under this Section. | 17 | | (c) The Department may adopt rules for the implementation | 18 | | of this Section. | 19 | | (Source: P.A. 102-4, eff. 4-27-21; 102-674, eff. 11-30-21.)". |
