| 2 | | WHEREAS, The transportation of elementary and secondary | 3 | | education students is an important public policy issue; and
| 4 | | WHEREAS, Whether or not a school district in Illinois may | 5 | | use a multi-function school activity bus for transportation is | 6 | | continually up for debate; and
| 7 | | WHEREAS, There is a need for accurate and consistent | 8 | | information regarding the legal and appropriate mode of | 9 | | transportation of students in grades K through 12 made | 10 | | available to administrators, educators, parents and | 11 | | transportation companies; therefore, be it
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 13 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | 14 | | CONCURRING HEREIN, that there is created the Task Force on | 15 | | Modes of School Transportation for Elementary and Secondary | 16 | | Education, consisting of the following:
| 17 | | (1) the State Superintendent of Education or his or her | 18 | | designee, who shall serve as Chair of the Task Force; | 19 | | (2) the Lieutenant Governor or his or her designee; | 20 | | (3) the Secretary of State or his or her designee; | 21 | | (4) the Secretary of Transportation or his or her designee; | 22 | | (5) one member of the General Assembly, appointed by the |

| 1 | | private contractors providing school transportation, appointed | 2 | | by the State Superintendent of Education; | 3 | | (16) a representative of an association representing large | 4 | | unit school districts, appointed by the State Superintendent of | 5 | | Education; | 6 | | (17) a representative of a statewide association | 7 | | representing principals, appointed by the State Superintendent | 8 | | of Education; | 9 | | (18) a representative of a statewide association | 10 | | representing school administrators, appointed by the State | 11 | | Superintendent of Education; | 12 | | (19) a representative of a statewide association | 13 | | representing high school districts, appointed by the State | 14 | | Superintendent of Education; | 15 | | (20) a representative of an association representing | 16 | | school boards, appointed by the State Superintendent of | 17 | | Education; and | 18 | | (21) a representative of an association representing | 19 | | suburban school districts, appointed by the State | 20 | | Superintendent of Education; and, be it further | 21 | | RESOLVED, That the Task Force shall:
| 22 | | (1) conduct a thorough review of existing State and federal | 23 | | law regarding the use of the various modes to transport | 24 | | elementary and secondary education students; | 25 | | (2) develop concise and consistent information to be |

| 1 | | considered for use by the State Board of Education, the | 2 | | Department of Transportation, and the Secretary of State to the | 3 | | public about the legal means by which elementary and secondary | 4 | | education students may be transported, including, but not | 5 | | limited to: | 6 | | (A) the type of vehicle and the required equipment to | 7 | | transport elementary and secondary education students; | 8 | | (B) the allowed purpose of the transportation and any | 9 | | other limits of transportation of elementary and secondary | 10 | | education students by vehicle type; | 11 | | (C) the type of driver's license required to transport | 12 | | elementary and secondary education students; and | 13 | | (D) the requirements for driver licensing and vehicle | 14 | | licensing and inspection; and | 15 | | (3) make recommendations to the State Board of Education | 16 | | and the General Assembly regarding the safe transportation of | 17 | | elementary and secondary education students in our State; and | 18 | | be it further | 19 | | RESOLVED, That the Task Force shall seek input from | 20 | | stakeholders and members of the public on the issues to be | 21 | | reviewed and reported on by the Task Force; and be it further | 22 | | RESOLVED, That members of the Task Force shall serve | 23 | | without compensation, and the State Board of Education shall | 24 | | provide administrative and other support to the Task Force; and |

| 1 | | be it further | 2 | | RESOLVED, That the Task Force shall meet at the request of | 3 | | the Task Force Chair, but shall meet a minimum of 4 times prior | 4 | | to December 15, 2017; and be it further | 5 | | RESOLVED, That the Task Force shall present its legislative | 6 | | and administrative recommendations to the Governor and the | 7 | | General Assembly no later than December 15, 2017; and be it | 8 | | further | 9 | | RESOLVED, That the Task Force shall be dissolved after | 10 | | submitting its recommendations to the Governor and the General | 11 | | Assembly.
