| 2 | | WHEREAS, The desire to maintain and enhance fire prevention | 3 | | and safety standards is a primary concern
to the General | 4 | | Assembly; and
| 5 | | WHEREAS, There are many effective fire prevention and fire | 6 | | safety systems and techniques available in
the State of | 7 | | Illinois; and
| 8 | | WHEREAS, State and local rules and regulations related to | 9 | | the implementation of fire safety systems are
varied and | 10 | | sometimes in conflict; and
| 11 | | WHEREAS, It is in the best interest of the people of the | 12 | | State of Illinois to implement the most effective
methods of | 13 | | fire prevention and fire safety; therefore, be it
| 14 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | 15 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | 16 | | CONCURRING HEREIN, that there is created the Task Force on Fire | 17 | | Prevention and Fire Safety Education, consisting of 23 members | 18 | | appointed as follows:
| 19 | | (1) one member of the Senate appointed by the President of | 20 | | the Senate, who shall serve as a co-chairperson
of the Task | 21 | | Force; |

| 1 | | (2) one member of the Senate appointed by the Minority | 2 | | Leader of the Senate; | 3 | | (3) one member of the House of Representatives appointed by | 4 | | the Speaker of the House of
Representatives, who shall | 5 | | serve as a co-chairperson of the Task Force; | 6 | | (4) one member of the House of Representatives appointed by | 7 | | the Minority Leader of the House of
Representatives; | 8 | | (5) two members of the general public appointed jointly by | 9 | | the President of the Senate and the Speaker of the House of | 10 | | Representatives; | 11 | | (6) one member appointed by the Illinois State Fire | 12 | | Marshal; | 13 | | (7) one member appointed jointly by the President of the | 14 | | Senate and the Speaker of the House of Representatives, | 15 | | representing a statewide association of fire
chiefs; | 16 | | (8) one member appointed jointly by the President of the | 17 | | Senate and the Speaker of the House of Representatives, | 18 | | representing a statewide association of
firefighters; | 19 | | (9) one member appointed jointly by the President of the | 20 | | Senate and the Speaker of the House of Representatives, | 21 | | representing a northern Illinois advisory board focused on
| 22 | | fire sprinkler education; | 23 | | (10) one member appointed jointly by the President of the | 24 | | Senate and the Speaker of the House of Representatives, | 25 | | representing the Joint Labor and Management
Committee | 26 | | created under the Fire Department Promotion Act; |

| 6 | | municipalities; | 7 | | (13) one member appointed jointly by the President of the | 8 | | Senate and the Speaker of the House of Representatives, | 9 | | representing a statewide association of
realtors; | 10 | | (14) one member appointed jointly by the President of the | 11 | | Senate and the Speaker of the House of Representatives, | 12 | | representing a statewide association of home
construction | 13 | | contractors; | 14 | | (15) one member appointed jointly by the President of the | 15 | | Senate and the Speaker of the House of Representatives, | 16 | | representing a statewide association of the
pipe trades; | 17 | | (16) one member appointed jointly by the President of the | 18 | | Senate and the Speaker of the House of Representatives, | 19 | | representing a statewide labor organization representing | 20 | | more than one international union; | 21 | | (17) one member appointed jointly by the President of the | 22 | | Senate and the Speaker of the House of Representatives, | 23 | | representing a nationwide association dedicated to fire, | 24 | | electrical, and building safety; | 25 | | (18) one member appointed jointly by the President of the | 26 | | Senate and the Speaker of the House of Representatives, |

| 1 | | representing a single statewide association of | 2 | | condominium, townhouse, and homeowner associations; | 3 | | (19) one member appointed jointly by the President of the | 4 | | Senate and the Speaker of the House of Representatives, | 5 | | representing a Chicago-based organization of building
| 6 | | owners and managers; | 7 | | (20) one member appointed jointly by the President of the | 8 | | Senate and the Speaker of the House of Representatives, | 9 | | representing a statewide association of apartment
building | 10 | | owners and managers in the Chicago area; | 11 | | (21) one member appointed jointly by the President of the | 12 | | Senate and the Speaker of the House of Representatives, | 13 | | representing a statewide association of the
insurance | 14 | | trade; and | 15 | | (22) one member appointed by the Executive Director of the | 16 | | Illinois Finance Authority; and be it further | 17 | | RESOLVED, That all appointments to the Task Force shall be | 18 | | made as soon as practicable after the adoption of
this | 19 | | resolution; vacancies in the Task Force shall be filled by | 20 | | their respective appointing authorities
within 30 days after | 21 | | the vacancy occurs; and be it further | 22 | | RESOLVED, That the members shall serve without | 23 | | compensation; the Task Force may employ skilled experts with | 24 | | the approval of the co-chairpersons and shall receive the |

| 1 | | cooperation of any State agencies it deems appropriate to
| 2 | | assist the Task Force in carrying out its duties; and be it | 3 | | further | 4 | | RESOLVED, That the members of the Task Force shall be | 5 | | considered members with voting rights; a quorum of
the Task | 6 | | Force shall consist of a simple majority of the members of the | 7 | | Task Force; the Task Force shall
meet initially at the call of | 8 | | the co-chairpersons, no later than 90 days after the adoption | 9 | | of this
resolution, and shall thereafter meet at the call of | 10 | | the co-chairpersons; and be it further | 11 | | RESOLVED, That the Office of the State Fire Marshal shall | 12 | | provide administrative and other support to
the Task Force; and | 13 | | be it further | 14 | | RESOLVED, That the Task Force shall research, analyze, and | 15 | | consider: | 16 | | (1) the benefits of legislation requiring fire sprinkler | 17 | | systems in homes, places of employment, and highrise
| 18 | | buildings; | 19 | | (2) the costs and benefits of fire sprinkler systems, | 20 | | hard-wired smoke detectors, and public education
about | 21 | | fire drills and other prevention education measures; | 22 | | (3) the actions of other states pertaining to fire | 23 | | sprinklers, including but not limited to long-term |

| 1 | | financing options; | 2 | | (4) the actions of units of local government pertaining to | 3 | | fire sprinkler mandates and other options or
alternatives | 4 | | to mandates; | 5 | | (5) insurance benefits and discounts for structures with | 6 | | fire sprinkler systems; | 7 | | (6) code interpretations between State agencies and units | 8 | | of local government; | 9 | | (7) collaboration by governmental bodies to explore | 10 | | assistance options available to property owners and
| 11 | | renters wishing to install fire sprinkler systems; and | 12 | | (8) the creation of legislative recommendations to the | 13 | | General Assembly; and be it further | 14 | | RESOLVED, That the Task Force shall summarize its findings | 15 | | and
recommendations in a report to the General Assembly on or | 16 | | before March 1, 2015.
