| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are saddened to learn of the death of Jeffrey | 4 | | Thomas Markland of Urbana, who passed away on February 14, | 5 | | 2011; and
| 6 | | WHEREAS, He was born December 12, 1940, in Champaign, the | 7 | | son of Thomas Jefferson and Mary Louise Bell Markland; he | 8 | | married Wynn Margaret Williams (deceased) on October 4, 1959, | 9 | | and they had three children together; he married Barbara Sue | 10 | | Clark on August 27, 1986, in Rantoul; and
| 11 | | WHEREAS, He attended Dr. Howard Elementary and was in the | 12 | | graduating "Class of '59" at Champaign Central High School; he | 13 | | attended Southern Illinois University at Carbondale; he | 14 | | returned to live in Champaign with his family to work for the | 15 | | family business, Markland's Painting; after some time he and | 16 | | his family moved to Urbana where he continued to work for | 17 | | Markland's Painting; and
| 18 | | WHEREAS, He served on the Urbana City Council from May 1, | 19 | | 1973, to April 30, 1977, and then as Mayor of Urbana from May | 20 | | 2, 1977, to May 3, 1993, the longest serving mayor in Urbana's | 21 | | history; he worked on many boards and committees; he served as | 22 | | president of the Illinois Municipal League, on the board of the |

| 1 | | National League of Cities, and on the board of Prairie Center; | 2 | | his involvement with Prairie Center was very dear to his heart | 3 | | because his father was one of three area men that started the | 4 | | Mustard Seed Program that later became Prairie Center; and
| 5 | | WHEREAS, For the last 10 years of Mr. Markland's | 6 | | professional career he worked for the State of Illinois in | 7 | | Springfield; he was an avid golfer throughout his adult life | 8 | | and spent his years of retirement doing what he loved most: | 9 | | swinging the irons, playing cards, and sharing his many | 10 | | stories, smile, and laughter with his loving family and | 11 | | friends; and
| 12 | | WHEREAS, Jeffrey Markland is survived by his wife, Barbara; | 13 | | his sons, Jeffrey (Jill) Markland, Thomas Markland, Bryan | 14 | | Markland, and Jimmy Hugh (Cheri) Clark; his daughters, Jean | 15 | | (Joey) Markland Tater and Shawna (Steve) Johnson; his | 16 | | grandchildren, Zachary Markland, Glory Figueroa, Jennifer | 17 | | Tater, Gracie Tater, Andrew Tater, Isaac Markland, Stephanie | 18 | | Johnson, Theodore Johnson III, and James Chidlaw; and his | 19 | | great-granddaughter, Zoey Markland; therefore, be it
| 20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 21 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 22 | | we mourn, along with his family and friends, the passing of | 23 | | Jeffrey Markland; and be it further
