| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Mark A. Biel, one of its | 4 | | former staffers, on the occasion of his 30th work anniversary | 5 | | at the Chemical Industry Council of Illinois; and
| 6 | | WHEREAS, Mark Biel is a graduate of Antioch High School in | 7 | | Antioch, and he holds a bachelor's degree in mass | 8 | | communications and political science from Illinois State | 9 | | University; and
| 10 | | WHEREAS, Mark Biel began his career in state government as | 11 | | a legislative intern to both former State Senator William | 12 | | Peterson of Long Grove and former House Majority Leader Robert | 13 | | Churchill; he then joined House Minority Leader Lee A. | 14 | | Daniel's communications staff in 1986; and
| 15 | | WHEREAS, Mark Biel met his future wife, Debbie, while | 16 | | working on the House Republican staff; they were married on | 17 | | August 4, 1990, and they are now parents of two adult children, | 18 | | Samantha and Daniel; and
| 19 | | WHEREAS, Mark Biel first joined the lobbying ranks while | 20 | | representing the Associated Employers of Illinois; he then | 21 | | served as director of Government Affairs for the Illinois |

| 1 | | Manufacturers' Association for four years; and
| 2 | | WHEREAS, In 1993, Mark Biel became the director of | 3 | | Government Affairs for the Chemical Industry Council of | 4 | | Illinois, a statewide trade association that monitors | 5 | | legislative and regulatory activity, with particular emphasis | 6 | | on environmental, energy, tax, and tort reform issues, and | 7 | | also provides science-related educational opportunities and | 8 | | scholarships to Illinois students; and
| 9 | | WHEREAS, In 1999, Mark Biel was named the chief executive | 10 | | officer for the Chemical Industry Council of Illinois, and he | 11 | | continues to serve in that position today; during his tenure, | 12 | | the association has grown to over 200 members, representing | 13 | | nearly 700 Illinois facilities; and
| 14 | | WHEREAS, In 2005, Mark Biel served as president of the | 15 | | Illinois Society of Association Executives (ISAE), and he | 16 | | received ISAE's Distinguished Member Award in 2008 for his | 17 | | service to the association field; and
| 18 | | WHEREAS, In 2009, Mark Biel was named chairman of the | 19 | | Midwest Region of the U.S. Chamber of Commerce's Institute for | 20 | | Organizational Management, and he also served on the U.S. | 21 | | Chamber's Board of Trustees for the Institute of | 22 | | Organizational Management; and

| 1 | | WHEREAS, Mark Biel has been a huge fan of his children's | 2 | | interest in vocal music and dance, serving as chairman of | 3 | | Glenwood Middle School's Dinner Theatre and Glenwood High | 4 | | School's Show Choir Competition for several years; and
| 5 | | WHEREAS, Mark Biel is a chef at heart and is well known for | 6 | | his beer can chicken, seafood chowder, and bananas foster; he | 7 | | also loves spending his free time traveling, golfing, and | 8 | | cheering for the Chicago Bears and the Chicago Bulls; and
| 9 | | WHEREAS, Mark Biel most cherishes his wife, children, | 10 | | family, friends, and faith; therefore, be it
| 11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 12 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 13 | | we congratulate Mark A. Biel on his 30 years at the Chemical | 14 | | Industry Council of Illinois and wish him many more wonderful | 15 | | years; and be it further
| 16 | | RESOLVED, That a suitable copy of this resolution be | 17 | | presented to Mark Biel as an expression of our esteem and | 18 | | respect.
