| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Frederick J. "Fred" Roberts Ph.D., who | 4 | | passed away on February 26, 2019; and
| 5 | | WHEREAS, Dr. Roberts was born in Philadelphia to Charles J. | 6 | | and Minnie E. Burdan Roberts on December 21, 1937; his early | 7 | | years were spent in Philadelphia and then northeastern | 8 | | Pennsylvania, where he graduated as valedictorian of both | 9 | | Dallas Senior High School and Wilkes University; he was awarded | 10 | | a Woodrow Wilson Fellowship to attend Princeton University, | 11 | | where he earned both his master's and doctoral degrees in | 12 | | political science; while working on his doctoral thesis, he | 13 | | served as an intern for the Brookings Institution, doing | 14 | | research in metropolitan governance in New York City; he | 15 | | married Carlene Krueger in Normal on February 14, 1970; and
| 16 | | WHEREAS, From the fall of 1964 to the spring of 1968, Dr. | 17 | | Roberts was a full-time faculty member in the political science | 18 | | department at the University of Delaware in Newark; he taught | 19 | | introductory-level courses, allowing him to meet a broad | 20 | | spectrum of aspiring students, including future Vice President | 21 | | Joe Biden; and
| 22 | | WHEREAS, In the fall of 1968, Dr. Roberts joined the |

| 1 | | politics and government department at Illinois State | 2 | | University; he developed a new course on collective | 3 | | decision-making which he taught until his retirement in 2000; | 4 | | he was director of the internship program, sponsored the Model | 5 | | Illinois Government program, and served as graduate director; | 6 | | and | 7 | | WHEREAS, Dr. Roberts was an avid reader and enjoyed | 8 | | bicycling, hiking, photography, and sports cars; he and Carlene | 9 | | enjoyed traveling and exploring new places, but especially | 10 | | Santa Fe, New Mexico; and
| 11 | | WHEREAS, Dr. Roberts was preceded in death by his wife of | 12 | | 45 years, Carlene Krueger Roberts; and
| 13 | | WHEREAS, Dr. Roberts is survived by his sister, Charlotte | 14 | | Roberts (Madison Mooney); his brother, David A. (Ruth) Roberts; | 15 | | his brother-in-law, Richard (Lynne) Krueger; his nieces and | 16 | | nephews, Keith Mooney, Melanie (John) Kinder, Charles | 17 | | (Ranelle) Mooney, Susan (Philip) Abrams, William (Jennifer) | 18 | | Roberts, Todd (Candee) Krueger, Victoria Krueger, and Jaime | 19 | | (Kyle) Wheelwright; and many great-nieces and great-nephews; | 20 | | therefore, be it
