| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of | 3 |
| Representatives are saddened to learn of the death of
Lester E. | 4 |
| Smith; and
| 5 |
| WHEREAS, Lester Smith was born on June 16, 1953 in Chicago; | 6 |
| he attended South Shore High School, where he was a letterman | 7 |
| in baseball, basketball, and football and graduated in 1971; | 8 |
| after graduation, he attended Northern Illinois University, | 9 |
| where he obtained a degree in political science in 1976; and
| 10 |
| WHEREAS, Lester Smith began his professional career at | 11 |
| Cigna Insurance Company as an insurance adjuster; after several | 12 |
| years with Cigna, his leadership skills were recognized and he | 13 |
| was promoted to the position of supervisor; he left Cigna | 14 |
| shortly thereafter to take on a position with Insure One; for | 15 |
| the past ten years, he worked for the Office of the Special | 16 |
| Deputy Receiver, where he was affectionately known as "The | 17 |
| Mayor" due to his willingness to help others; and
| 18 |
| WHEREAS, Lester Smith met the love of his life, Denise | 19 |
| Horton, in 1997; they became husband and wife on July 3, 1999; | 20 |
| and | 21 |
| WHEREAS, In 2002, Lester Smith became a member of the |

| Chesterfield Community Council, where he served as a board | 2 |
| member; he also served as the board's President for the past | 3 |
| four years; he was widely recognized for his leadership skills; | 4 |
| and
| 5 |
| WHEREAS, Lester Smith professed his hope in Christ at an | 6 |
| early age; he was ordained as a deacon on November 16, 2008 | 7 |
| under the leadership of Pastor Jennings of the New Life | 8 |
| Cathedral Church; and
| 9 |
| WHEREAS, Lester Smith is survived by his wife, Denise | 10 |
| Horton-Smith; his mother, Corine Mills; his father, Robert L. | 11 |
| Smith; his sister, Lorraine Smith; his mother-in-law, Bessie | 12 |
| Horton; his nephews, Gerald and Brendon; and a host of other | 13 |
| relatives and friends; therefore, be it
| 14 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 15 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 16 |
| mourn, along with his family and friends, the passing of Lester | 17 |
| E. Smith; and be it further
| 18 |
| RESOLVED, That a suitable copy of this resolution be | 19 |
| presented to the family of Lester E. Smith as an expression of | 20 |
| our sympathy.
