| 1 | | HOUSE RESOLUTION
| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Joel Brumlik on the | 4 | | occasion of his retirement as chief of the Winthrop Harbor | 5 | | Police Department; and
| 6 | | WHEREAS, Chief Brumlik started his law enforcement career | 7 | | with the Los Angeles Sheriff's Department in California before | 8 | | serving under the Lake County Sheriff's Department in | 9 | | Illinois; he later served as acting chief with the Town of | 10 | | LaGrange Police Department in Walworth County, Wisconsin; and
| 11 | | WHEREAS, Chief Brumlik was named chief of the Winthrop | 12 | | Harbor Police Department in May 1997, the 21st year of his | 13 | | 45-year law enforcement career; and
| 14 | | WHEREAS, During his tenure with the Winthrop Harbor Police | 15 | | Department, Chief Brumlik restructured the department's staff | 16 | | through augmenting sworn full-time officers with a cadre of | 17 | | experienced part-time law enforcement personnel, thus | 18 | | providing extremely effective and efficient public safety | 19 | | services to the Winthrop Harbor community; and
| 20 | | WHEREAS, Chief Brumlik established ongoing training and | 21 | | operational evaluations as norms within the Winthrop Harbor |

| 1 | | Police Department, raising the department to a level of | 2 | | professionalism that rivaled larger and better funded local | 3 | | law enforcement departments; and
| 4 | | WHEREAS, Chief Brumlik has instilled in every member of | 5 | | the Winthrop Harbor Police Department the value of respecting | 6 | | diversity, always providing equitable services, and placing | 7 | | public service over self; his leadership has been essential to | 8 | | the Village of Winthrop Harbor becoming a family friendly and | 9 | | desirable place to live; and
| 10 | | WHEREAS, Chief Brumlik's retirement plans include | 11 | | traveling with his wife, Cindy, and spending time with his | 12 | | children and grandchildren; and
| 13 | | WHEREAS, Chief Brumlik will retire on May 31, 2021; | 14 | | therefore, be it
| 15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 16 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 17 | | we congratulate Chief Joel Brumlik on the occasion of his | 18 | | retirement from the Winthrop Harbor Police Department, | 19 | | recognize his 24 years of service to the department and the | 20 | | community, and wish him the best in all his future endeavors; | 21 | | and be it further
