| SENATE RESOLUTION

| WHEREAS, The members of the Illinois Senate are saddened to | 3 |
| learn of the death of Dr. Donn F. Bailey of Chicago, who passed | 4 |
| away on December 21, 2007; and
| 5 |
| WHEREAS, Donn Bailey was a native of New Castle, Indiana | 6 |
| where his family was active in the Wiley United Methodist | 7 |
| Church; upon his graduation from New Castle High School in | 8 |
| 1949, he attended and graduated in 1954 from Indiana University | 9 |
| with a major in Speech and Hearing Therapy and a minor in | 10 |
| Speech Science; and
| 11 |
| WHEREAS, He later received his Masters of Arts degree in | 12 |
| Speech Pathology and Audiology from Indiana University; he | 13 |
| received his Ph.D. from Pennsylvania State University in 1974; | 14 |
| and
| 15 |
| WHEREAS, Donn Bailey was recruited from Indiana University | 16 |
| in 1954 to become the first Black male to be hired by the | 17 |
| Chicago Board of Education, Division of Speech Correction, as a | 18 |
| speech therapist; for eight years in worked in various | 19 |
| elementary schools and from 1962 to 1966 he worked in different | 20 |
| high schools as a Speech Pathologist; and
| 21 |
| WHEREAS, Mr. Bailey was a Distinguished Military Graduate |

| from the Indiana University ROTC Program; he was commissioned | 2 |
| as a Second Lieutenant in the United States Army Infantry in | 3 |
| June of 1954 and was called into service in February of 1956; | 4 |
| and
| 5 |
| WHEREAS, Donn F. Bailey and A. June Bailey were married on | 6 |
| May 1, 1955 after a whirlwind courtship; they were married for | 7 |
| forty-nine years; and
| 8 |
| WHEREAS, In 1965-1966 he joined with Dr. Donald H. Smith | 9 |
| and Dr. Nancy L. Arnez in the founding of the Center for Inner | 10 |
| City Studies (CICS) of Northeastern Illinois University; he | 11 |
| resigned his position with the Chicago Public Schools and | 12 |
| became a faculty member and instructor, as well as Assistant | 13 |
| Director; after receiving his doctorate in 1974 he was | 14 |
| appointed the Director and Professor of CICS; and
| 15 |
| WHEREAS, As a result of his work, Dr. Bailey was awarded | 16 |
| the Certificate of Clinical Competence in Speech-Language | 17 |
| Pathology from the American Speech-Language and Hearing | 18 |
| Association in 1967; and
| 19 |
| WHEREAS, Dr. Bailey co-founded the National Black | 20 |
| Association for Speech-Language and Hearing in 1977; he served | 21 |
| as the first Executive Director from 1978 to 1981 and as | 22 |
| Chairman of the Board of Directors from 1984 to 1990; and

| WHEREAS, During the 1980s, Dr. Bailey was appointed by the | 2 |
| Chicago Board of Education to enforce the federally ordered | 3 |
| consent decree: Monitoring Commission on School Desegregation | 4 |
| in Chicago Public Schools; he served as a member of the | 5 |
| Commission from 1983 to 1986 and served as the Commission | 6 |
| Chairman from 1986 to 1990; and during this time period, he was | 7 |
| also active in the campaign to elect Harold Washington as Mayor | 8 |
| of Chicago; and
| 9 |
| WHEREAS, He served as a public member on the Hearing Board | 10 |
| of the Attorney Registration and Disciplinary Commission | 11 |
| (ARDC) from 1994 to 1999; he was appointed by the Supreme Court | 12 |
| to serve three 3-year terms as Commissioner on the ARDC in | 13 |
| 2000, and resigned in 2007; and
| 14 |
| WHEREAS, Dr. Bailey was an active member of the Chicago | 15 |
| Alumni Chapter of the Kappa Alpha Psi Fraternity; he crossed | 16 |
| the "Burning Sands" at the Alpha Chapter of Kappa Alpha Psi at | 17 |
| Indiana University in 1950; he was a founding member of the | 18 |
| Chicago Heights Alumni Chapter of Kappa Alpha Psi in 1965; and
| 19 |
| WHEREAS, The passing of Dr. Donn F. Bailey will be deeply | 20 |
| felt by those who knew and loved him, especially his daughters, | 21 |
| Donna Lyn, Marta Ann, and Traja Melissa; as well as many | 22 |
| cousins, nieces, and nephews; he was preceded in death by his |

| brother, Rex H. Bailey; his sister, Kay P. Bailey; and his | 2 |
| beloved wife, June Bailey; therefore, be it
| 3 |
| RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL | 4 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | 5 |
| his family and friends, the passing of Dr. Donn F. Bailey; and | 6 |
| be it further
| 7 |
| RESOLVED, That a suitable copy of this resolution be | 8 |
| presented to the family of Dr. Donn F. Bailey as a symbol of | 9 |
| our sincere sympathy.
