| 1 | | SENATE RESOLUTION | 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of Frederick R. "Fred" Houlton of Rock | 4 | | Island, who passed away on September 22, 2023; and | 5 | | WHEREAS, Fred Houlton was born to Charles "Frank" and | 6 | | Harriet "Lucille" Allard Houlton in Macomb on January 17, | 7 | | 1927; he served in the U.S. Navy in World War II and the Korean | 8 | | War; he earned a master's degree in education; he married | 9 | | Virginia Quaife at Annawan Community Church on June 19, 1955; | 10 | | and | 11 | | WHEREAS, Fred Houlton taught in the Yates City, Annawan, | 12 | | and Rock Island School Districts; he then worked as an | 13 | | elementary school principal at the Horace Mann, Eugene Field, | 14 | | and Longfellow schools; after retirement, he taught English in | 15 | | Dalian, China; and | 16 | | WHEREAS, Fred Houlton was a member of St. Paul Lutheran | 17 | | Church in Davenport and a past member and elder of Broadway | 18 | | Presbyterian Church in Rock Island; he was a member of the Rock | 19 | | Island Rotary Club, where he had over 50 years of perfect | 20 | | attendance and served as president, district governor, and | 21 | | head of youth exchange; he also served as president of the Rock | 22 | | Island Library Board; and |

| 1 | | WHEREAS, Fred Houlton was awarded District Rotarian of the | 2 | | Year by the Rock Island Rotary Club; and | 3 | | WHEREAS, Fred Houlton was preceded in death by his parents | 4 | | and his siblings, Cleo Houlton, Martha Larson, George Houlton, | 5 | | and Louis Anders; and | 6 | | WHEREAS, Fred Houlton is survived by his wife; his | 7 | | daughters, Pamela (Robert) Vizenor and Kim (Kevin) Grace; his | 8 | | granddaughters, Emma Vizenor, Annie Vizenor, Nicole (Joe) | 9 | | Knox, and Alisa Grace; and his great-granddaughters, Cambria | 10 | | Knox and Finley Knox; therefore, be it | 11 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | 12 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 13 | | Frederick R. "Fred" Houlton and extend our sincere condolences | 14 | | to his family, friends, and all who knew and loved him; and be | 15 | | it further | 16 | | RESOLVED, That a suitable copy of this resolution be | 17 | | presented to the family of Fred Houlton as an expression of our | 18 | | deepest sympathy. |
