| SENATE RESOLUTION
| 2 |
| WHEREAS, The members of the Senate of the State of Illinois | 3 |
| learned with sadness of the death of Louise Higgins, age 86, of | 4 |
| Chicago, on October 6, 2005; and
| 5 |
| WHEREAS, She was born Louise Young on July 19, 1919, in | 6 |
| Knoxville, Alabama, to James and Gertrude Young; she was the | 7 |
| 5th child of 10 children; at 14, she moved to Tuscaloosa, | 8 |
| Alabama where she attended Industrial High School; after high | 9 |
| school, she worked several jobs, including insurance | 10 |
| salesperson for Protective Insurance Company; and
| 11 |
| WHEREAS, In 1957, Louise moved to Robbins, Illinois, and a | 12 |
| year later, she moved to Chicago; she received a food | 13 |
| management certificate from Olive Harvey College; Louise | 14 |
| worked as a waitress, but then she advanced into a management | 15 |
| position; and
| 16 |
| WHEREAS, In 1965, Louise and her cousin Eloise Cochran | 17 |
| opened the White Owl Restaurant, which they operated for 21 | 18 |
| years, until deciding to retire in 1986; later, she worked for | 19 |
| Helping Care and took care of homebound patients for 8 years; | 20 |
| and
| 21 |
| WHEREAS, Louise became a member of the Our Lady of Solace | 22 |
| Catholic Church in 1973; later, as several Catholic churches | 23 |
| merged, she became an active member of St. Benedict the African | 24 |
| Catholic Church, where she sang in the choir and volunteered in | 25 |
| many parish activities, up to the time of her death; and
| 26 |
| WHEREAS, Everyone in her family affectionately called her | 27 |
| "A'nt Lou" and loved to see her at family gatherings; and
| 28 |
| WHEREAS, She was preceded in death by her husband; her | 29 |
| parents; three sisters, Vordie Smith, Classie Eaves, and Mary |

| Campbell; and three brothers, Sylvester Young, George Young, | 2 |
| and Eugene Young; and
| 3 |
| WHEREAS, The passing of Louise Higgins will be felt by all | 4 |
| who knew and loved
her, especially her son and his wife, Willie | 5 |
| and Norma May; two grandchildren, Kristian (Paul) and Karen; | 6 |
| her great-grandson, Myles; her sister, Anna Weatherspoon, two | 7 |
| brothers, Jimmy (Jean) Young and Dock (Charlotte) Young; her | 8 |
| first cousin, Eloise Cochran; and numerous nieces, nephews, and | 9 |
| close friends; therefore, be it

| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | 11 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
| 12 |
| Louise Higgins and we extend our sincerest condolences to her | 13 |
| family and friends; and be it further
| 14 |
| RESOLVED, That a suitable copy of this resolution be | 15 |
| presented to her family as an expression of our deepest | 16 |
| sympathy.
