| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois | 3 |
| learned with regret of the death of Reverend Arthur Foy, III, | 4 |
| of Duluth, Minnesota, on Thursday, March 25, 2004; and
| 5 |
| WHEREAS, Reverend Foy was born on April 30, 1961, in Port | 6 |
| Washington, New York, to Reverend Arthur and Shelby Foy, Jr.; | 7 |
| he was a graduate of Prairie View A&M University of Texas, | 8 |
| Carthage College of Kenosha, Wisconsin, and Concordia | 9 |
| University of Mequon, Wisconsin; he was pursuing his Ph.D. in | 10 |
| Theology at San Francisco Theological Seminary; and
| 11 |
| WHEREAS, Reverend Foy married his wife, Jennifer Lynn Foy, | 12 |
| in Racine, Wisconsin, on August 3, 1992; and
| 13 |
| WHEREAS, Reverend Foy served as an Associate Pastor of | 14 |
| Wayman A.M.E. Church and St. Paul Missionary Baptist Church in | 15 |
| Racine, Wisconsin; Ebenezer A.M.E. Church in Evanston; and in | 16 |
| October of 1998, he was appointed by the African Methodist | 17 |
| Episcopal Church to be Senior Pastor of St. Mark A.M.E. Church | 18 |
| in Duluth, Minnesota; he was Founder and Director of St. Mark | 19 |
| Community Development Corporation, an educational enrichment | 20 |
| program, and President of Alpha & Omega Transportation Service, | 21 |
| the sole city-wide shuttle service in the city of Duluth, | 22 |
| Minnesota; he served as an Adjunct Professor at Concordia | 23 |
| University, both in Mequon, Wisconsin, and Duluth, Minnesota, | 24 |
| the University of Minnesota-Duluth, and the College of St. | 25 |
| Scholastica; and

| WHEREAS, Reverend Foy served as a liaison between the City | 27 |
| of Duluth Police Department and the community, many times being | 28 |
| called upon by the department to serve as a negotiator in | 29 |
| hostile situations; he served as a volunteer mentor, advisor, | 30 |
| and advocate for children throughout the Duluth Public School | 31 |
| System; he was a vocal advocate for people of color, children, |

| and the impoverished community; he spoke out against prejudice | 2 |
| and racism in his city and was well established as a | 3 |
| spokesperson by all local and at times, statewide media | 4 |
| outlets; his words and picture would appear in newspapers, his | 5 |
| voice rang out over the airwaves, and his eloquent speaking | 6 |
| abilities drew local television affiliates to interview him | 7 |
| when the need arose; his accomplishments in Duluth are | 8 |
| recognized and permanently stored for public viewing at the | 9 |
| Duluth Public Library; and
| 10 |
| WHEREAS, Reverend Foy's speaking abilities allowed him to | 11 |
| travel all across the country to speak at churches from | 12 |
| California to Pennsylvania, colleges and universities, and in | 13 |
| his home city; and
| 14 |
| WHEREAS, In 2001, Reverend Foy established a relationship | 15 |
| with Charter Communications, the cable and communications | 16 |
| corporation, to bring Black Entertainment Television (BET) to | 17 |
| the City of Duluth; he, along with Charter Communications and a | 18 |
| BET representative, hosted a ribbon-cutting ceremony | 19 |
| celebrating the arrival of BET in the City of Duluth; even | 20 |
| after his death, his sermons can be viewed periodically on the | 21 |
| local public access television station for the City of Duluth | 22 |
| and surrounding area; and

| WHEREAS, The passing of Reverend Arthur Foy, III, has been | 24 |
| deeply felt by many, especially his parents, Reverend Arthur | 25 |
| and Shelby Foy, Jr.; his wife, Jennifer; his children, | 26 |
| Christian, Alexa, and Caleb; his brother, Torkel Foy; his | 27 |
| sister, Serilda Goodwin (Brian); his father-in-law and | 28 |
| mother-in-law, William and Theresa Hood, Jr.; his | 29 |
| sister-in-law, Jessica Hood; his brother-in-law, Jason Hood; | 30 |
| his special nieces, Enjonae, Brianna, and Bianca; and his | 31 |
| nephew, Blaine; therefore, be it

| RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL |

| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 2 |
| Reverend Arthur Foy, III, and we extend our deepest sympathy to | 3 |
| his family, friends, community, and all who knew and loved him; | 4 |
| and be it further
| 5 |
| RESOLVED, That a suitable copy of this resolution be | 6 |
| presented to the family of Reverend Arthur Foy, III, as an | 7 |
| expression of our sincere condolences.
