| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, The Professional Review Panel is responsible for | 3 | | evaluating and recommending modifications to the | 4 | | Evidence-Based Funding Formula to ensure all students have | 5 | | access to a quality education, including educational support | 6 | | services; and | 7 | | WHEREAS, Educational support services are provided by | 8 | | employees, including, but not limited to, custodial employees, | 9 | | transportation employees, food service providers, classroom | 10 | | assistants, administrative staff, and paraprofessional | 11 | | educators; and | 12 | | WHEREAS, Employees providing educational support services | 13 | | are accomplished professionals who keep our schools running | 14 | | and our students safe, healthy, and ready to learn; and | 15 | | WHEREAS, Low wages are contributing to Illinois' shortage | 16 | | of employees providing educational support services; and | 17 | | WHEREAS, A minimum hourly rate of no less than $22 is | 18 | | recommended for employees providing educational support | 19 | | services; therefore, be it | 20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |

| 1 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 2 | | SENATE CONCURRING HEREIN, that we direct the Professional | 3 | | Review Panel and the Illinois State Board of Education to | 4 | | conduct the analysis and financial modeling required to | 5 | | evaluate the implications of implementing the recommended $22 | 6 | | minimum hourly rate for employees providing educational | 7 | | support services; and be it further | 8 | | RESOLVED, That the analyses should include the district | 9 | | impact of incremental increases beginning with $20 in school | 10 | | year 2025-2026, $21 dollars in school year 2026-2027, and $22 | 11 | | in school year 2027-2028; and be it further | 12 | | RESOLVED, That the Professional Review Panel and the | 13 | | Illinois State Board of Education should include their | 14 | | findings in a written report to the General Assembly and | 15 | | Governor by December 31, 2024. |
