| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois | 3 |
| learned with regret of the recent death of Dr. James Franklin | 4 |
| Clayborne, Jr.; and
| 5 |
| WHEREAS, James Franklin Clayborne, Jr. was born in East | 6 |
| Saint Louis on September 2, 1938 to James Davis Clayborne and | 7 |
| Francis (nee Cowan) Clayborne; in January of 1959, he married | 8 |
| Janet Neely; she preceded him in death; he later married Ruth | 9 |
| Cobbs, known as Mama Ruth, of East St. Louis; and
| 10 |
| WHEREAS, Dr. Clayborne attended Lincoln Senior High | 11 |
| School, graduating in 1957; he attended Central State College | 12 |
| in Wilberforce, Ohio and received a Bachelor of Science in | 13 |
| education from Tennessee State in Nashville, Tennessee; he | 14 |
| received his master's degree in counseling from the University | 15 |
| of Missouri at St. Louis and his doctorate in counseling from | 16 |
| Webster University in St. Louis, Missouri; and
| 17 |
| WHEREAS, Dr. Clayborne was affiliated with the Shriners, | 18 |
| Masons, and Kappa Alpha Psi; he was a trustee on the planning | 19 |
| committee at Wesley Bethel United Methodist Church; he taught | 20 |
| in School District 189 for 15 years and was an assistant | 21 |
| principal at East St. Louis Senior High School for 5 years; he | 22 |
| worked as an administrator at the Board in Research Testing and | 23 |
| Evaluation for 10 years until his retirement in 1995; he was | 24 |
| also employed by the State Board of Education and Evaluation, | 25 |
| teaching night school and administering the GED test; and
| 26 |
| WHEREAS, Throughout his life, Dr. Clayborne was a member | 27 |
| first at Mt. Zion Baptist Church, at Mt. Perion Baptist Church, | 28 |
| and finally at Wesley Bethel Methodist Church; and
| 29 |
| WHEREAS, The passing of Dr. James Franklin Clayborne, Jr. | 30 |
| has been deeply felt by many, especially his children, Cheri |

| Mamie Bolden, Etna Clayborne, and Ophelia Clayborne; his | 8 |
| uncles, Calvin Clayborne and Reverend William Cowan; his many | 9 |
| cousins, other relatives, and friends; his nieces, Celia Daniel | 10 |
| (Clifton), Hilary L. Scott, Jocelyn McKinley (Tesfa), and | 11 |
| Cheryl Clayborne; his nephews, Dwight Holly, DeJuan Lockett, | 12 |
| and Johnny King, III; his surrogate grandchildren who referred | 13 |
| to him as PaDa, Roderick, Justin, and Jayla; and his special | 14 |
| buddies, Roland Alexander and Leroy Ducksworth, therefore, be | 15 |
| it

| RESOLVED, BY THE SENATE OF THE NINETY-THIRD GENERAL | 17 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 18 |
| Dr. James Franklin Clayborne, Jr., and we extend our deepest | 19 |
| sympathy to his family, friends, and all who knew and loved | 20 |
| him; and be it further
| 21 |
| RESOLVED, That a suitable copy of this resolution be | 22 |
| presented to the family of Dr. Clayborne as an expression of | 23 |
| our sincere condolences.
