| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate President Morton Schapiro | 4 | | on the occasion of his retirement from Northwestern | 5 | | University; and
| 6 | | WHEREAS, President Schapiro began his term as the 16th | 7 | | president of Northwestern University on September 1, 2009; and
| 8 | | WHEREAS, President Schapiro has served as a professor of | 9 | | economics in Northwestern's Judd A. and Marjorie Weinberg | 10 | | College of Arts and Sciences and as a fellow of the | 11 | | Northwestern Institute for Policy Research; he holds | 12 | | appointments in the J.L. Kellogg School of Management and the | 13 | | School of Education and Social Policy; and | 14 | | WHEREAS, President Schapiro is among the nation's leading | 15 | | authorities on the economics of higher education, particularly | 16 | | in the area of college financing affordability, college costs, | 17 | | and student aid; and | 18 | | WHEREAS, President Schapiro served as president of | 19 | | Williams College from 2000 to 2009; he previously served as a | 20 | | professor of economics and as assistant provost at Williams | 21 | | College from 1980 to 1991; and |

| 1 | | WHEREAS, President Schapiro chaired the Department of | 2 | | Economics at the University of Southern California from 1991 | 3 | | to 1994 and served as dean of the College of Letters from 1994 | 4 | | to 2000; during his last two years as dean, he also served as | 5 | | vice president for Planning; and | 6 | | WHEREAS, President Schapiro has written more than 100 | 7 | | articles and written or edited ten books; he has authored | 8 | | dozens of commentaries and essays for the New York Times, the | 9 | | Wall Street Journal, the Washington Post, the Los Angeles | 10 | | Times, the Chronicle of Higher Education, and numerous other | 11 | | publications; and | 12 | | WHEREAS, President Schapiro has received research grants | 13 | | and contracts from the National Science Foundation, the U.S. | 14 | | Department of Education, the World Bank, the Andrew W. Mellon | 15 | | Foundation, the Spencer Foundation, the College Board, the | 16 | | Organization for Economic Cooperation and Development, and | 17 | | other groups to study the economics of higher education and | 18 | | related topics; and | 19 | | WHEREAS, President Schapiro was elected a fellow of the | 20 | | American Academy of Arts and Sciences in 2010; he was elected | 21 | | to the National Academy of Education in 2017; and |

| 1 | | WHEREAS, President Schapiro chaired the Big Ten Conference | 2 | | from 2018 through 2021; and | 3 | | WHEREAS, President Schapiro has led Northwestern | 4 | | University through a period of record transformative academic | 5 | | growth; and | 6 | | WHEREAS, During President Schapiro's tenure, undergraduate | 7 | | applications to Northwestern University and representation of | 8 | | underrepresented student populations have doubled; and | 9 | | WHEREAS, President Schapiro has led Northwestern to a new | 10 | | era of active civic engagement by committing scholarly and | 11 | | financial resources to the Chicago and Evanston communities, | 12 | | creating programs such as the Northwestern Academy and the | 13 | | Good Neighbor Fund; and | 14 | | WHEREAS, Over the course of President Schapiro's term, | 15 | | annual funding for sponsored research activity at Northwestern | 16 | | has risen 86 percent from nearly $477 million in 2009 to $893 | 17 | | million in 2021; and
| 18 | | WHEREAS, Under President Schapiro's leadership, | 19 | | Northwestern University has added 502 new endowed scholarships | 20 | | and fellowships, 84 endowed professorships, more than 30 new | 21 | | research centers and institutes, and hundreds of additional |

| 2 | | WHEREAS, Through President Schapiro's supervision, the | 3 | | number of Northwestern University faculty with major academy | 4 | | memberships has increased by roughly 73 percent; and
| 5 | | WHEREAS, Thanks to President Schapiro's guidance, | 6 | | Northwestern University has risen to rank among the top ten | 7 | | American universities; and
| 8 | | WHEREAS, President Schapiro has been a transformational | 9 | | leader and tireless advocate for Northwestern University as | 10 | | well as a dedicated scholar and educator who has advanced | 11 | | Northwestern and its surrounding community; therefore, be it
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 13 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 14 | | we congratulate President Morton Schapiro on his exemplary | 15 | | tenure at Northwestern University and his contributions to | 16 | | higher education and wish him the best in his retirement; and | 17 | | be it further
| 18 | | RESOLVED, That a suitable copy of this resolution be | 19 | | presented to President Schapiro as a symbol of our esteem and | 20 | | respect.
