| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to congratulate Dr. Anthony A. | 4 | | Kopera on the occasion of his retirement as Chief Executive of | 5 | | the Community Counseling Centers of Chicago; and
| 6 | | WHEREAS, Dr. Anthony Kopera earned his Ph.D. in psychology | 7 | | from Loyola University in 1974; and
| 8 | | WHEREAS, Dr. Anthony Kopera has served as Chief Executive | 9 | | of the Community Counseling Centers of Chicago (C4) since 1980; | 10 | | prior to his tenure at C4, he served as an associate professor | 11 | | of psychology at Northeastern Illinois University; and
| 12 | | WHEREAS, Dr. Anthony Kopera's longtime leadership in | 13 | | community-based behavioral health and substance abuse services | 14 | | has been instrumental in the creation of a system which is now | 15 | | considered a model for progressive public policy throughout the | 16 | | State; and | 17 | | WHEREAS, Dr. Kopera's tireless leadership of countless | 18 | | civic and local business organizations has helped to build a | 19 | | sense of community throughout the North Side of Chicago and | 20 | | enabled local individuals and neighborhoods to become | 21 | | revitalized and thrive; and |

| 1 | | WHEREAS, Dr. Anthony Kopera has served on a variety of task | 2 | | forces since 1980; he has worked on special focus groups in the | 3 | | areas of community mental health, children's services, family | 4 | | services for the Office of the Governor, and policy and | 5 | | advocacy groups; his current board memberships include Mental | 6 | | Health Corporations of America, where he has been a member | 7 | | since 1994 and served as Board Chair from 2009 to 2010; he has | 8 | | served as Vice Chairperson of Uptown United since 2006 and as | 9 | | Chairperson of Community Partners since 2006; he has served as | 10 | | Chairperson of the Community Behavioral Healthcare | 11 | | Association's (CBHA) Public Policy Committee since 1997; | 12 | | during the 1980s, he served as a board member and board | 13 | | president with the Illinois Association of Community Mental | 14 | | Health Agencies (now CBHA); and
| 15 | | WHEREAS, Dr. Anthony Kopera was the 1990 recipient of the | 16 | | Ellen T. Quinn Memorial Award for leadership in the quality and | 17 | | provision of mental health services in Illinois; he was also | 18 | | awarded the W. Clement Stone Business Award by the Uptown | 19 | | Chamber of Commerce for outstanding contribution to the growth | 20 | | and development of the Uptown community; and | 21 | | WHEREAS, On December 5, 2011, Dr. Anthony Kopera received | 22 | | the CBHA 2011 Lifetime Achievement Award for his "meritorious | 23 | | service and demonstrated commitment to consumers, families, |

| 1 | | the field, and the behavioral healthcare community in Illinois, | 2 | | Chicago, and across the country, as well as his years of | 3 | | nationally recognized leadership" at C4; and
| 4 | | WHEREAS, Dr. Anthony Kopera serves as a model of hard work, | 5 | | integrity, and dedication for the people of the State of | 6 | | Illinois; therefore, be it
| 7 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 8 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 9 | | we congratulate Dr. Anthony A. Kopera on the occasion of his | 10 | | retirement, thank him for his tireless service and advocacy, | 11 | | and wish him and his wife, Elaine, the happiest of times | 12 | | enjoying his retirement; and be it further
