| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Carol Ann Winn of Chicago, who passed | 4 | | away on May 7, 2012; and
| 5 | | WHEREAS, She was the only child born to Lula Bell Winn on | 6 | | October 31, 1950 in Nashville, Tennessee; she attended | 7 | | Elementary and High School in the Nashville Public Schools, in | 8 | | some of the first schools to integrate; she was accepted to | 9 | | Hampton University, but later transferred to Norfolk State | 10 | | University to complete her Bachelors of Science in Social Work | 11 | | in 1972; she became a member of Alpha Kappa Alpha Sorority, | 12 | | Incorporated while at Norfolk State; and | 13 | | WHEREAS, She later worked as Houseparent at the Monroe | 14 | | Harding Children's Home; in 1981, she completed her Masters of | 15 | | Social Work at the University of Tennessee Knoxville; and
| 16 | | WHEREAS, She was an accomplished social worker and | 17 | | advocating for children and families was her true calling; she | 18 | | began her professional career with Planned Parenthood in | 19 | | Nashville; she moved to Chicago in 1982, getting a job at Sadie | 20 | | Waterford Manor as a Social Worker; she then worked at Bobby E. | 21 | | Wright Comprehensive Community Mental Health Center in private | 22 | | practice as a therapist, at Accounters Community Center, for |

| 1 | | the University of Chicago's Parent Health and Infant | 2 | | Development Initiative, and as the Director for Essex House at | 3 | | Bartelme Homes; in 1989, she was hired as the Division Director | 4 | | of Foster Care at Ada S. McKinley Community Services, Inc. | 5 | | where she was director until 2009; and
| 6 | | WHEREAS, She was involved in many organizations as a | 7 | | committee and board member including: the National Association | 8 | | of Black Social Workers (of which she was Immediate Past | 9 | | President), the National Association of Social Workers, the | 10 | | International Foster Care Organization, the African American | 11 | | Family Commission, and the Southeast Community Youth Services | 12 | | Board; she also served on advisory committees at Northern | 13 | | Illinois University, Chicago State University, the Chicago | 14 | | Sexual Assault Services Network, ABJ Community Services, Inc., | 15 | | Coordinating Opportunities for Parenting Education, and the | 16 | | Community Mental Health Council's Professional Advisory Board; | 17 | | she also dedicated time as a consultant for the Chicago Urban | 18 | | League, Center for Successful Childhood Development; and | 19 | | WHEREAS, She received many honors throughout her career, | 20 | | including being named the 2009 recipient of the NASW Lifetime | 21 | | Achievement Award and the 2007 Phenomenal Woman Award from | 22 | | Chicago's Black Women Expo; and
| 23 | | WHEREAS, She was an avid reader, and was a founding member |

| 1 | | of the Sisterhood, a book club group of professional black | 2 | | women; she enjoyed creative endeavors and was a collector of | 3 | | African- American as well as African art; she enjoyed the | 4 | | theatre and music and encouraged the musical education of both | 5 | | of her children; spirituality was paramount to her, and she | 6 | | spent a lot of times cultivating her faith; and | 7 | | WHEREAS, She was preceded in death by her mother, Lula Bell | 8 | | Winn; and
| 9 | | WHEREAS, Carol Ann Winn leaves to cherish her memories, her | 10 | | daughter, Tya Carol; her son, Jonathan Andrew David; her aunt, | 11 | | Betty Foster; her uncles, John Winn and Thomas Mullins; and | 12 | | many loving and devoted cousins, extended family, and close | 13 | | friends; therefore, be it
| 14 | | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | 15 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | 16 | | her family and friends, the passing of Carol Ann Winn; and be | 17 | | it further
| 18 | | RESOLVED, That a suitable copy of this resolution be | 19 | | presented to the family of Carol Ann Winn as a symbol of our | 20 | | sincere sympathy.
