| 2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 3 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the | 4 | | Rules of the House of Representatives of the 100th General
| 5 | | Assembly are amended by changing Rule 1 as follows:
| 6 | | (House Rule 1)
| 7 | | 1. Election of the Speaker.
| 8 | | (a) At the first meeting of the House of each General | 9 | | Assembly,
the Secretary of State shall convene the House at | 10 | | 12:00 noon, designate a
Temporary Clerk of the House, and | 11 | | preside during the nomination
and election of the Speaker. As | 12 | | the first item of business each day
before the election of the | 13 | | Speaker, the Secretary of State shall
order the Temporary Clerk | 14 | | to call roll members to
establish the presence of a quorum as | 15 | | required by the
Constitution. If a majority of those elected | 16 | | are not
present, the House shall stand adjourned until
the next | 17 | | calendar day, excepting weekends, at the hour prescribed in | 18 | | Rule 29.
If
a quorum of members elected is present, the | 19 | | Secretary of
State shall then call for nominations of members | 20 | | for the
Office of Speaker. All nominations require a
second. | 21 | | When the nominations are completed, the Secretary of
State | 22 | | shall direct the Temporary Clerk to distribute a single ballot | 23 | | to each member call the roll of
the members to elect the |

| 1 | | Speaker. The Temporary Clerk shall then (i) collect a single | 2 | | completed ballot from each member casting a vote in a manner | 3 | | that maintains the secrecy of the ballot, and (ii) deliver each | 4 | | ballot to a Tellers' Committee of 6 members appointed by the | 5 | | Secretary of State. The Tellers' Committee membership shall not | 6 | | include (i) any member nominated for Speaker, or (ii) more than | 7 | | 3 members who are affiliated with the same political party. The | 8 | | Tellers' Committee, while remaining in the House chamber, shall | 9 | | count the votes and provide a written report to the Secretary | 10 | | of State who shall immediately announce the total votes cast | 11 | | for each candidate.
| 12 | | (b) The election of the Speaker shall be conducted by | 13 | | secret ballot and requires the
affirmative vote of a majority | 14 | | of those elected. Debate
is not in order following nominations | 15 | | and preceding or
during the vote. No motion to reconsider the | 16 | | vote for Speaker shall be in order.
| 17 | | Upon the completion of the election of a Clerk, the | 18 | | Temporary Clerk shall immediately transfer to the Clerk the | 19 | | ballots, tally sheets, and report of the Tellers' Committee for | 20 | | the election of the Speaker, and the report of the Tellers' | 21 | | Committee shall be entered in full in the Journal. | 22 | | This subsection may not be suspended. | 23 | | (c) No legislative measure may be considered and no | 24 | | committees may be
appointed or meet before the election of the | 25 | | Speaker.
| 26 | | (d) When a vacancy in the Office of Speaker
occurs, the |

| 1 | | foregoing procedure shall be employed to elect a
new Speaker; | 2 | | when the Secretary of State is of
a political party other than | 3 | | that of the majority caucus, however, the
Majority Leader shall | 4 | | preside during the nomination and
election of the successor | 5 | | Speaker. No legislative measures,
other than for the nomination | 6 | | and election of a successor Speaker, may be
considered
by the | 7 | | House during a vacancy in the Office of Speaker.
