| 2 | | WHEREAS, Certain communities on the Northwest side of the | 3 | | City of Chicago (including Edison Park, Norwood Park, Jefferson | 4 | | Park, Gladstone Park, and Big Oaks) and surrounding suburbs | 5 | | (including Park Ridge, Des Plaines, Harwood Heights, Norridge, | 6 | | Rosemont, Niles, and Schiller Park) lay underneath the key | 7 | | nighttime air routes that converge over the community; this | 8 | | includes 5 glide paths, 2 major take-off plates, and many air | 9 | | routes, all of which are used after 9 p.m.; and
| 10 | | WHEREAS, These communities of the City of Chicago and | 11 | | surrounding suburbs seek a solution to the nighttime sleep | 12 | | interruptions that occur during the hours of 9 p.m. and 7 a.m., | 13 | | including the shoulder hours as well; and | 14 | | WHEREAS, The Nextgen Program is currently being applied at | 15 | | O'Hare International Airport, where flights that used to be 5 | 16 | | miles apart will soon have only a 3-mile separation, times 6 | 17 | | east-to-west approach patterns for all inbound flights; and
| 18 | | WHEREAS, These communities of the City of Chicago and | 19 | | surrounding suburbs are experiencing higher levels of jet | 20 | | noise, especially during the phase 1 nighttime flight | 21 | | operations; and

| 1 | | WHEREAS, The Chicago Department of Aviation and the O'Hare | 2 | | Noise Compatibility
Commission are tasked with implementing | 3 | | the Residential Sound Insulation Program, a
federally-funded | 4 | | program to sound-insulate qualifying residential homes and | 5 | | schools; and | 6 | | WHEREAS, H.R. 3650 (Silent Skies Act), a bill recently | 7 | | introduced in the United States House of
Representatives, would | 8 | | further limit the impact of the O'Hare Modernization Plan on | 9 | | the
affected communities by amending Title 49 of the United | 10 | | States Code to prohibit the operation of
certain aircraft not | 11 | | complying with the Stage 4 Aircraft Noise Standard, an | 12 | | internationally-recognized
certification aimed at reducing | 13 | | aircraft noise; and | 14 | | WHEREAS, The ongoing modernization of Chicago-O'Hare | 15 | | International Airport, its impact on
nearby residents, and the | 16 | | anticipated growth in airport usage all indicate the need to | 17 | | enact
more stringent regulations and review long existing | 18 | | standards for the measurement, reduction, and abatement of | 19 | | airport noise; and | 20 | | WHEREAS, The current fly quiet program needs to be | 21 | | re-evaluated for the purposes of instilling and sharing the | 22 | | primary purpose of flight and community partnership at O'Hare | 23 | | International Airport with all of the collar communities; |

| 2 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | 3 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Federal | 4 | | Aeronautics Administration and O'Hare International Airport | 5 | | authorities to decrease jet noise over the communities of | 6 | | Northwest Chicago and surrounding suburban areas; and be it | 7 | | further
| 8 | | RESOLVED, That we urge O'Hare International Airport | 9 | | authorities to consider the option of spreading flights around | 10 | | the various runways of O'Hare International Airport in order to | 11 | | equally distribute the burden of air traffic around the airport | 12 | | and to put more resources towards the re-testing of noise | 13 | | levels around the airport and the sound proofing of affected | 14 | | homes and schools; and be it further | 15 | | RESOLVED, That we urge Congress to pass H.R. 3650 in order | 16 | | to combat this growing problem; and be it further | 17 | | RESOLVED, That suitable copies of this resolution be | 18 | | delivered to the Commissioner of O'Hare International Airport, | 19 | | the Acting Administrator of the Federal Aeronautics | 20 | | Administration, and to each member of the Illinois | 21 | | congressional delegation.
