| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, October is nationally recognized as Breast Cancer | 3 | | Awareness Month; and | 4 | | WHEREAS, Breast cancer is the most common type of cancer | 5 | | among women globally and the second leading cause of cancer | 6 | | death among women in the United States; and | 7 | | WHEREAS, More than one in eight women and one in 833 men in | 8 | | the United States will be diagnosed with breast cancer in | 9 | | their lifetimes; and | 10 | | WHEREAS, An estimated 313,510 Americans will be diagnosed | 11 | | with invasive breast cancer in 2024; and | 12 | | WHEREAS, Metastatic breast cancer (MBC) occurs when breast | 13 | | cancer spreads to other parts of the body, including the | 14 | | bones, lungs, liver, and brain, and individuals with MBC have | 15 | | an average life expectancy of 24 to 36 months after diagnosis; | 16 | | and | 17 | | WHEREAS, Regardless of early detection, approximately 30% | 18 | | of stage 0 to stage III breast cancers will return as stage IV; | 19 | | and |

| 1 | | WHEREAS, An estimated 42,780 Americans will die from | 2 | | breast cancer in 2024, equal to 117 women and men per day, with | 3 | | 98% of deaths being caused by MBC; and | 4 | | WHEREAS, MBC affects all races and socioeconomic classes; | 5 | | and | 6 | | WHEREAS, While white women see slightly higher incidence | 7 | | rates of breast cancer, the mortality rate for Black women | 8 | | with breast cancer is 41% higher than that of white women, and | 9 | | breast cancer is the leading cause of cancer-related death for | 10 | | Hispanic women; and | 11 | | WHEREAS, METAvivor Research and Support, a national | 12 | | organization, funds critical stage IV metastatic breast cancer | 13 | | research and educates the public about metastatic breast | 14 | | cancer and the lack of funding for stage IV treatment; and | 15 | | WHEREAS, METAvivor aims to dramatically increase the | 16 | | current percentage of breast cancer research dollars for | 17 | | already metastasized patients from under 5% to 30%; and | 18 | | WHEREAS, The national hashtags for this initiative on | 19 | | social media fall under #METAvivor and #LightUpMBC, with the | 20 | | latter representing a global campaign designed to educate, | 21 | | raise funds, and shine a light on the critical need for stage |

| 1 | | IV metastatic breast cancer research; and | 2 | | WHEREAS, The #LightUpMBC campaign, held annually on | 3 | | October 13, illuminates 117 landmarks around the world in the | 4 | | metastatic breast cancer colors of teal, pink, and green to | 5 | | bring awareness to the disease and to honor the daily number of | 6 | | 117 lives lost to MBC; and | 7 | | WHEREAS, While the pink ribbon is well-known for | 8 | | representing the fight against early stage breast cancer, it | 9 | | is not inclusive of stage IV; therefore, the metastatic breast | 10 | | cancer awareness tricolor ribbon includes teal to portray | 11 | | healing and spirituality, green for the triumph of spring over | 12 | | winter, life over death, renewal, hope, and immortality, and a | 13 | | thin pink overlay to signify that the cancer originated in the | 14 | | breast; and | 15 | | WHEREAS, The #LightUpMBC campaign will culminate in a | 16 | | virtual broadcast, #LightUpMBC Live, to commemorate landmarks | 17 | | lighting up around the world, to share inspiring stories by | 18 | | the metastatic breast cancer community, and to raise research | 19 | | funds; therefore, be it | 20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 21 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 22 | | we declare October 13, 2024 as Metastatic Breast Cancer |

| 1 | | Awareness Day in the State of Illinois; and be it further | 2 | | RESOLVED, That we recognize the METAvivor #LightUpMBC | 3 | | national campaign; and be it further | 4 | | RESOLVED, That we encourage citizens to join the national | 5 | | effort towards awareness of metastatic breast cancer during | 6 | | October through METAvivor; and be it further | 7 | | RESOLVED, That a suitable copy of this resolution be | 8 | | presented to METAvivor with our sincere appreciation for their | 9 | | efforts to address breast cancer. |
