| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of
Dorothy Boyd Sinclair of Peoria, who | 4 | | passed away on May 20, 2010; and
| 5 | | WHEREAS, Dorothy Sinclair was born on April 21, 1929, in | 6 | | Adairsville, Georgia; she was the daughter of Thelma | 7 | | Satterfield Boyd and Robert Boyd; she married Henry Sinclair on | 8 | | April 18, 1955, in St. Louis, Missouri; and
| 9 | | WHEREAS, Dorothy Sinclair attended Cartersville, Georgia | 10 | | High School and Georgia State College for Women, now Georgia | 11 | | College and State University, in Milledgeville, Georgia, where | 12 | | she earned her bachelor's degree with honors in chemistry; she | 13 | | then earned her master's degree in chemistry at Wellesley | 14 | | University and was elected to the Sigma Xi scientific society; | 15 | | and
| 16 | | WHEREAS, Dorothy Sinclair had worked at Mallinckrodt | 17 | | Chemical Works in St. Louis, Missouri and Beacon Chemical Co. | 18 | | in Cambridge, Massachusetts; she was also a laboratory | 19 | | instructor in chemistry at Illinois Central College in East | 20 | | Peoria and worked for the Peoria Historical Society; and
| 21 | | WHEREAS, Dorothy Sinclair was active in the League of Women |

| 1 | | Voters of Peoria, having served for 2 years as its president | 2 | | and 6 years as the Peoria City Council observer for its Local | 3 | | Government Study Group (LOGO); she spearheaded the LOGO's | 4 | | petition drive to change the manner of election to the Peoria | 5 | | City Council from a ward system to the present council/manager | 6 | | system; she was also a member of the League of Women Voters of | 7 | | Peoria, the Peoria Women's Civic Federation, the American | 8 | | Association of University Women, and the Peoria Women's Club; | 9 | | and
| 10 | | WHEREAS, Dorothy Sinclair was elected to the Peoria City | 11 | | Council as a council-at-large member in 1975; she was | 12 | | re-elected 4 times and served until her retirement in 1991; she | 13 | | ran unsuccessfully for mayor in Peoria in 1989; she was the | 14 | | Peoria Historical Society's administrative head for several | 15 | | years; she assisted in the acquisition and moving of the Peoria | 16 | | Visitors Center; she also promoted, trained, and served as a | 17 | | tour guide for historic trolley tours and was a board member of | 18 | | the Tri-County Riverfront Action Forum, focusing on | 19 | | restoration of the Illinois River and Peoria's riverfront; and | 20 | | WHEREAS, Dorothy Sinclair was the recipient of numerous | 21 | | awards, including the Rhodell Owens Award, Peoria's | 22 | | Tricentennial Commission Award, the YWCA's Legend and | 23 | | Outstanding Achievement Professions Award, the Betty Osborne | 24 | | Award, and the Universalist Unitarian Church Outstanding |

| 1 | | Service Award; and | 2 | | WHEREAS, Dorothy Sinclair is survived by her husband; her | 3 | | daughter, Claudia; and her son, Ian; therefore, be it
| 4 | | RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL | 5 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | 6 | | her family and friends, the passing of Dorothy Boyd Sinclair; | 7 | | and be it further
| 8 | | RESOLVED, That a suitable copy of this resolution be | 9 | | presented to the family of Dorothy Sinclair as an expression of | 10 | | our sympathy.
