| 1 | | HOUSE RESOLUTION | 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate River City Construction | 4 | | on the occasion of its 40th anniversary; and | 5 | | WHEREAS, In October 2024, River City Construction will | 6 | | celebrate its 40th year in business; since its inception, it | 7 | | has completed over $7,500,000,000 worth of construction | 8 | | projects; founded on the guiding principles of completing | 9 | | quality projects that are accomplished safely, on time, within | 10 | | budget, and with an unwavering dedication to customer | 11 | | satisfaction, the business focuses to this day on its core | 12 | | value of relationships as a key driver of success; and | 13 | | WHEREAS, River City Construction was founded in 1984 by | 14 | | Jim Barr, Don Brennan, Wynne Carter, Lu Ori, Joe West, and Jim | 15 | | Wendle, in partnership with Michael Cullinan and R.A. Cullinan & | 16 | | Sons; with a mindset of "do whatever it takes," these | 17 | | courageous individuals made the bold move to establish the | 18 | | company in an unfavorable economic environment, having just | 19 | | experienced the demise of V. Jobst & Sons; their gamble paid | 20 | | off as the company's principals aggressively pursued and won a | 21 | | number of contracts within the first month of opening its | 22 | | doors; and |

| 1 | | WHEREAS, River City Construction opened its second | 2 | | location, an office in Benton, in 1992 under the management of | 3 | | Bernie Koch, who became a principal in 1991 and served as | 4 | | president of the organization from 2008 until 2016; the Benton | 5 | | location allowed the company to serve clients in the | 6 | | southernmost regions of the State of Illinois; and | 7 | | WHEREAS, The River City Design Group was formed in 1998; | 8 | | the design firm's purpose was to provide clients with a single | 9 | | source for their projects by utilizing alternative delivery | 10 | | methods, including design-build, construction management, and | 11 | | other progressive building methodologies, an innovative move | 12 | | for the construction industry at the time; the company moved | 13 | | into its new headquarters in East Peoria in 2002 with the new | 14 | | facility serving as an example of the group's visionary | 15 | | abilities to bring clients' visions to life; and | 16 | | WHEREAS, River City Construction opened its third location | 17 | | in Ashland, Missouri in 2004 under the same guiding principles | 18 | | as the founders envisioned, focusing on relationships as the | 19 | | driver of success for the central Missouri region; it again | 20 | | expanded its reach by opening a fourth location in O'Fallon, | 21 | | Illinois in 2023 to better serve long-standing clients located | 22 | | in and around the Metro East area and the surrounding St. Louis | 23 | | areas; and |

| 1 | | WHEREAS, River City Construction's guiding principles and | 2 | | business philosophies have not changed since its inception; as | 3 | | it continues to grow and expand today, the firm's principles | 4 | | remain steadfast in upholding its core values of integrity, | 5 | | excellence, relationships, and innovation; the company's | 6 | | principals include President Leanne Skuse, Executive Vice | 7 | | Presidents Andy Cook, Steve Dorris, Kent Kampwerth, Josh | 8 | | Sanders, Vice Presidents Gabe Rodriguez, Joe Seymour, and Mark | 9 | | Ward as well as Board Members Michael Cullinan and Allen | 10 | | Cullinan; therefore, be it | 11 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 12 | | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 13 | | we congratulate River City Construction on its 40th | 14 | | anniversary, and we wish its officers and employees every | 15 | | success in the future; and be it further | 16 | | RESOLVED, That a suitable copy of this resolution be | 17 | | presented to River City Construction as an expression of our | 18 | | esteem and respect. |
