| 2 | | WHEREAS, One in eight women will be diagnosed with breast | 3 | | cancer during their lifetime; and
| 4 | | WHEREAS, Women whose breast cancer is diagnosed early | 5 | | before it has spread have an almost 100% chance of being alive | 6 | | five years later; and
| 7 | | WHEREAS, Early detection of breast cancer and timely follow | 8 | | up, coupled with guideline concordant treatment is critical to | 9 | | survival from breast cancer; and | 10 | | WHEREAS, A University of Illinois at Chicago study found | 11 | | that poor women, minority women, and women without any private | 12 | | health insurance were far more likely to have their breast | 13 | | cancers missed on a screening mammogram; and | 14 | | WHEREAS, Both University of Illinois at Chicago and | 15 | | Metropolitan Chicago Breast Cancer Task Force studies have | 16 | | found significant variation in the quality of mammography, with | 17 | | minority women, poor women, and women with less education more | 18 | | likely to receive poorer quality mammography resulting in later | 19 | | stage diagnosis; and | 20 | | WHEREAS, Both University of Illinois at Chicago and the |

| 1 | | Metropolitan Chicago Breast Cancer Task Force studies find | 2 | | significant fragmentation of care experienced by poor women | 3 | | entering the healthcare system at lower resourced facilities, | 4 | | with delays experienced in follow up and loss to follow up | 5 | | resulting in poorer breast cancer outcomes for poor women, | 6 | | minority women, and women with less education; and | 7 | | WHEREAS, To address the challenges with mammography | 8 | | quality, two pieces of prior legislation (Public Act 95-1045 | 9 | | and Public Act 97-638) were signed into law and the Department | 10 | | of Healthcare and Family Services established a statewide | 11 | | mammography quality program with two rounds of data | 12 | | successfully collected; and
| 13 | | WHEREAS, The Department of Healthcare and Family Services | 14 | | has not administered this women's healthcare quality | 15 | | improvement program required by law for two years and has no | 16 | | internal capacity to administer such a program; and
| 17 | | WHEREAS, To address the challenges with respect to quality | 18 | | of breast cancer treatment and fragmentation of care and the | 19 | | barriers to receiving guideline concordant breast cancer | 20 | | treatment, Governor Rauner signed the Breast Cancer Excellence | 21 | | in Survival and Treatment act into law (Public Law 99-433) on | 22 | | August 21, 2015; and

| 1 | | WHEREAS, The Department of Healthcare and Family Services | 2 | | has failed to implement the BEST Act including implementation | 3 | | of a breast cancer treatment quality program as required by the | 4 | | BEST Act, provisions in the BEST Act that require that all | 5 | | networks of care have patient navigation for cancer patients | 6 | | and that the Medicaid breast cancer patient navigation programs | 7 | | be expanded; nor has the Department ensured that every women in | 8 | | Medicaid is being offered and encouraged to utilize the | 9 | | mammography coverage proscribed in the Public Aid code that | 10 | | requires baseline coverage of mammography at age 35-39 and | 11 | | annual mammography at age 40 onward; therefore, be it
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 13 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 14 | | urge the Governor and the Department of Healthcare and Family | 15 | | Services by July 1, 2018 to contract with an external expert | 16 | | entity that has prior experience collecting statewide | 17 | | mammography quality data to perform the Department's quality | 18 | | improvement program and to provide each participating facility | 19 | | with a mammography quality report annually; such entity should | 20 | | be reimbursed at an annual rate of $230,000; and be it further | 21 | | RESOLVED, That by July 1, 2018, the Department of | 22 | | Healthcare and Family Services is urged to contract with an | 23 | | external expert entity that has prior experience collecting | 24 | | breast cancer treatment data from safety net providers in |

| 1 | | Illinois and is a federally designated Patient Safety and | 2 | | Quality Improvement Organization as of January 1, 2018; this | 3 | | entity should be responsible for developing a breast cancer | 4 | | treatment quality program and will collaborate with the State's | 5 | | cancer registry in so doing; such entity should be reimbursed | 6 | | at an annual rate of $350,000; and be it further | 7 | | RESOLVED, That that the Department of Healthcare and Family | 8 | | Services is urged to immediately implement all other components | 9 | | of the BEST Act and to work with breast cancer advocates and | 10 | | breast cancer clinical experts to ensure that the Illinois | 11 | | Medicaid program provides the highest quality breast cancer | 12 | | screening and treatment to women served by Illinois Medicaid; | 13 | | and be it further
| 14 | | RESOLVED, That suitable copies of this resolution be
| 15 | | delivered to the Governor and to the Director of Healthcare and | 16 | | Family Services.
