| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of Sandra Mary "Sandy" Rapp of Peoria, who | 4 | | passed away on January 24, 2020; and
| 5 | | WHEREAS, Sandy Rapp was born in Kinsman to Louis and | 6 | | Loisanne O'Connell on September 9, 1958; she learned the value | 7 | | of hard work on the family farm, while excelling in school; she | 8 | | earned a nursing degree at St. Francis College of Nursing in | 9 | | 1980; she married Emerson Rapp Jr. in 1982; and
| 10 | | WHEREAS, Sandy Rapp worked as an Emergency Room Nurse at | 11 | | St. Francis and Proctor Hospitals, as an organ donation | 12 | | coordinator at Red Cross, and as a mental health advocate at | 13 | | OSF; she helped save hundreds of lives in Central Illinois over | 14 | | the course of her career; and
| 15 | | WHEREAS, Sandy Rapp is remembered for living life to the | 16 | | fullest; she enjoyed vacationing with family, reading, | 17 | | crafting with her grandchildren, and anything related to Irish | 18 | | music, food, or art; she also relished sister reunions to | 19 | | Chicago and the theater; and
| 20 | | WHEREAS, Sandy Rapp was preceded in death by her father, | 21 | | Louis O'Connell; and

| 1 | | WHEREAS, Sandy Rapp is survived by her husband, Emerson | 2 | | Rapp Jr.; her daughter, D'Arcy (Eric) Haeusser; her son, | 3 | | Emerson (Briana) Rapp III; her brothers, Daniel O'Connell, | 4 | | Kevin (LaDonna) O'Connell, and Paul (Kathleen) O'Connell; her | 5 | | sisters, Connie (Steve) Vaughn and Kelly (Gerry) Johnson; her | 6 | | mother, Loisanne O'Connell; and her grandchildren, Leah, | 7 | | Benedict, Lillian, Eleanor, Louisa, Alexandra, David, and | 8 | | Adele; therefore, be it
| 9 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | 10 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 11 | | Sandra Mary "Sandy" Rapp and extend our sincere condolences to | 12 | | her family, friends, and all who knew and loved her; and be it | 13 | | further
