SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate wish to
3congratulate Brian W. Caputo, Ph.D. on the occasion of his
4retirement as president of College of DuPage; and
 
5    WHEREAS, Dr. Caputo earned a Bachelor of Science from the
6U.S. Military Academy at West Point, a Master of Science in
7Accountancy from DePaul University, and both a Master of
8Public Administration and a Ph.D. with fields of study in
9public administration, public policy, and government finance
10from Northern Illinois University (NIU); he is a Certified
11Public Accountant (CPA) and a Certified Public Finance Officer
12(CPFO); and
 
13    WHEREAS, Dr. Caputo served in the U.S. Army Reserve for 22
14years, where he specialized in human resources and financial
15management and led numerous command assignments, before
16retiring as a lieutenant colonel in 2004; and
 
17    WHEREAS, Before coming to College of DuPage, Dr. Caputo
18served as chief financial officer/city treasurer of the City
19of Aurora for nearly 19 years; and
 
20    WHEREAS, Dr. Caputo's career in higher education includes
21positions as a full-time faculty member at Central Michigan

1University and an adjunct professor at NIU; he has also served
2as a lecturer in numerous academic and professional
3capacities, including teaching classes in accountancy at
4College of DuPage; and
 
5    WHEREAS, Prior to his appointment as president of College
6of DuPage, Dr. Caputo served as vice president for
7administrative affairs and chief financial officer; upon
8becoming president in July 2019, he implemented his Strategic
9Long-Range Plan to encourage student success and to establish
10the arts, culture, community engagement, economic development,
11and organizational culture as essential pillars of the
12college; and
 
13    WHEREAS, During his tenure, Dr. Caputo sought to advance
14student success through the implementation of College of
15DuPage's Guided Pathways Initiative, a framework designed to
16help students effectively choose, enter, and complete a
17program of study that aligns with their goals for employment
18and further education, and was deeply involved in the
19college's Project Hire-Ed, a workforce development program to
20better align post-secondary education with workforce skill
21requirements through partnerships with area employers; seeking
22to close achievement gaps that currently exist for students of
23color and those who are underserved by 2025, he led the
24development of college's first equity plan in early 2020,

1serving as presiding officer of the Equity and Access Team to
2further aid the plan's implementation; and
 
3    WHEREAS, Dr. Caputo has further served College of DuPage
4and the surrounding community through supporting the creation
5of Innovation DuPage, a business incubator-accelerator
6designed to promote economic growth by leveraging partnerships
7with public and private entities, and he presently serves as a
8director of Choose DuPage, the county's economic development
9agency; and
 
10    WHEREAS, Dr. Caputo has previously served as a member of
11the Commission on Structured Pathways of the American
12Association of Community Colleges, and he has served as a
13member on the Governmental Accounting Standards Board since
142015; he is a peer accreditation reviewer with the Higher
15Learning Commission, and he also represents College of DuPage
16on the Illinois Council of Community College Presidents and
17chairs the council's Credential Committee; and
 
18    WHEREAS, Dr. Caputo has received several accolades,
19including being named the 2014 Government CFO of the Year by
20The Daily Herald Business Ledger, receiving the Model
21Administrator Award from The Greater Chicago Chapter of the
22American Society for Public Administration in 2018, and being
23recognized as a Notable Veteran Executive by Crain's Chicago

1Business in 2020; and
 
2    WHEREAS, Outside of his professional duties, Dr. Caputo
3has volunteered with the Boy Scouts of America (BSA) for
4decades; an Eagle Scout himself, he recently served as the
5president of the Three Fires Council of the BSA; for his
6distinguished service to the community, he received the 2021
7Outstanding Eagle Scout Award from the National Eagle Scout
8Association; and
 
9    WHEREAS, Dr. Caputo and his wife, Karen, are the parents
10of three children, Brian Jr., Gregory, and Katherine;
11therefore, be it
 
12    RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Brian
14W. Caputo, Ph.D. on his retirement as president of College of
15DuPage, and we wish him the best in all his future endeavors;
16and be it further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to Dr. Caputo as a symbol of our esteem and respect.
