| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to commend their colleague, David Allen | 4 | | Welter, on the occasion of his retirement as State | 5 | | Representative of the 75th District; and
| 6 | | WHEREAS, Rep. Welter was appointed as a state | 7 | | representative in July 2016, serving portions of Grundy, | 8 | | Kendall, LaSalle, and Will Counties and was subsequently | 9 | | elected to a full term in November 2016 and re-elected in 2018 | 10 | | and 2020; and
| 11 | | WHEREAS, Rep. Welter was appointed to the position of | 12 | | Republican Conference Chairperson in 2021 at age 29, joining | 13 | | Rep. Avery Bourne of Morrisonville as the youngest members of | 14 | | the House GOP leadership team; and | 15 | | WHEREAS, Rep. Welter serves as the Republican spokesperson | 16 | | on the Energy & Environment Committee and the Health Care | 17 | | Availability & Accessibility Committee, in addition to serving | 18 | | on the Public Utilities Committee, Judiciary – Civil | 19 | | Committee, and the Appropriations-Public Safety Committee; and | 20 | | WHEREAS, Rep. Welter's most notable legislative | 21 | | achievements include the passage of "Colton's Task Force" in |

| 1 | | 2021 to combat domestic violence in the State of Illinois and | 2 | | improve prevention and treatment services for victims, | 3 | | survivors, and their families and the passage of a | 4 | | comprehensive energy bill in 2021 that keeps Illinois' entire | 5 | | nuclear fleet online and protects local jobs at the Dresden | 6 | | Station; and | 7 | | WHEREAS, Rep. Welter has been honored with the ACTIVATOR | 8 | | (Friend of Agriculture) Award from the Illinois Farm Bureau | 9 | | and the Friend of Infrastructure Award from the Transportation | 10 | | for Illinois Coalition; and | 11 | | WHEREAS, In 2018, Rep. Welter received, from the members | 12 | | of St. Juvin Post 1336 Veterans of Foreign Wars in Coal City, | 13 | | an award for meritorious and distinguished service in | 14 | | furthering the aims and ideals of the VFW; and | 15 | | WHEREAS, In 2019, Rep. Welter received the Friend of 4-H | 16 | | Award from the Grundy 4-H Club in recognition of his steadfast | 17 | | support of 4-H and its youth development programs; and | 18 | | WHEREAS, Prior to his appointment to the Illinois General | 19 | | Assembly, Rep. Welter served as Chairman of the Grundy County | 20 | | Board from 2014-2016, having first been elected to the board | 21 | | in 2010 at the age of 19; and

| 1 | | WHEREAS, Prior to becoming Grundy County Board Chairman, | 2 | | Rep. Welter worked as a legislative aide to State | 3 | | Representative Pam Roth and State Senator Sue Rezin; and
| 4 | | WHEREAS, In the private sector, Rep. Welter worked as the | 5 | | Human Resources & Procurement Manager for a local trucking and | 6 | | construction equipment company and is currently the co-owner | 7 | | with his wife, Ashley, of RE/MAX Top Properties in Morris, | 8 | | where he is also an active real estate agent; and
| 9 | | WHEREAS, Rep. Welter resides in his hometown of Morris | 10 | | with his wife, Ashley, and their three young children, Autumn, | 11 | | David Jr., and April; therefore, be it
| 12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 13 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 14 | | we congratulate State Representative David Allen Welter on | 15 | | making a positive difference in the lives of the people he | 16 | | represented in the 75th District and across Illinois and wish | 17 | | him all the best in his future endeavors; and be it further
