| 2 | | WHEREAS, The members of the Illinois Senate are saddened at | 3 | | the death of Richard "Rich" C. Bowman of Monticello, who passed | 4 | | away on September 12, 2013; and
| 5 | | WHEREAS, Richard Bowman was born in Urbana on January 4, | 6 | | 1964 to William and Patricia (nee Kelley) Bowman; he graduated | 7 | | from Centennial High School and earned his associate degree in | 8 | | applied science with a major in criminal justice from Parkland | 9 | | Community College; he served in the United States Army as a | 10 | | policeman from 1994 to 1996, earning several marksmanship | 11 | | badges; he married Tracy Hand on September 25, 2010 in | 12 | | Monticello; and
| 13 | | WHEREAS, Richard Bowman served as the Monticello Deputy | 14 | | Chief of Police; he was also a Master Control Tactics | 15 | | Instructor at the University of Illinois Police Training | 16 | | Institute; he received many awards and achieved many | 17 | | accomplishments throughout life, and the one he was most proud | 18 | | of was graduating from Illinois Law Enforcement Training to | 19 | | become a police officer; and
| 20 | | WHEREAS, Richard Bowman enjoyed fishing, hunting, watching | 21 | | UFC fights, and riding his Harley-Davidson motorcycle; and

| 1 | | WHEREAS, Richard Bowman was preceded in death by his | 2 | | grandparents; and
| 3 | | WHEREAS, Richard Bowman is survived by his wife, Tracy; his | 4 | | daughter, Lacee Cruson; step-son, Michael Bingham; mother, Pat | 5 | | Kelley; father, William Bowman; sister, Michelle (Paul) | 6 | | Giberson, and their son, Tyler; and step-sister, Krickett | 7 | | Kelley; therefore, be it
| 8 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | 9 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 10 | | Richard "Rich" C. Bowman, and extend our sincere condolences to | 11 | | his family, friends, and all who knew and loved him; and be it | 12 | | further
| 13 | | RESOLVED, That a suitable copy of this resolution be | 14 | | presented to the family of Richard Bowman as an expression of | 15 | | our deepest sympathy.
