| 2 | | WHEREAS, A 14-year veteran of the Dixon Police Department, | 3 | | Mark Dallas, has worked as a School
Resource Officer for Dixon | 4 | | Public Schools for five years; and
| 5 | | WHEREAS, During the final days of the 2018 spring term, on | 6 | | Wednesday, May 16, a gunman entered
Dixon High School and fired | 7 | | shots; and
| 8 | | WHEREAS, In the words of Dixon Police Chief Steven Howell | 9 | | Jr., "With shots ringing out through
the hallways of the | 10 | | school, he [Dallas] charged towards the suspect and confronted | 11 | | him, head on."; and | 12 | | WHEREAS, The prompt action of Officer Mark Dallas disarmed | 13 | | the gunman, made it
possible for him to arrest the gunman and | 14 | | take him into custody, and led to a successful conclusion
of | 15 | | the incident; Lee County Sheriff John Simonton responded to a | 16 | | description of Mark Dallas's
bravery with the words "He saved | 17 | | an enormous amount of lives."; and
| 18 | | WHEREAS, During the incident, educators and students at | 19 | | Dixon High School took proper action to
lock down their high | 20 | | school; their lockdown was
followed by a prompt and calm | 21 | | evacuation of the building and grounds; therefore, be it

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 2 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 3 | | commend the educators and students of Dixon High School for | 4 | | their calm responses during the incident of May 16, 2018; and | 5 | | be it further | 6 | | RESOLVED, That we commend School Resource Officer Mark | 7 | | Dallas for his heroic service at Dixon
High School on May 16, | 8 | | 2018; and be it further | 9 | | RESOLVED, That we commend Mark Dallas's former and current | 10 | | fellow members of the public safety
services of Illinois, | 11 | | including the professionals who develop and maintain the police | 12 | | training
infrastructure of this State, in mind of the fact that | 13 | | incident outcomes like these are the result of the
careful, | 14 | | professional training that is the making of a true police | 15 | | officer; and be it further
| 16 | | RESOLVED, That suitable copies of this resolution be | 17 | | presented to Officer Mark Dallas and
to Dixon High School | 18 | | Principal Dr. Michael Grady.
