| 2 | | WHEREAS, It is highly fitting that the Illinois General | 3 | | Assembly pays honor and respect to individuals who gave their | 4 | | lives in the service of the State of Illinois; and | 5 | | WHEREAS, Trooper Kyle W. Deatherage of Highland, gave his | 6 | | life in the line of duty on November 26, 2012; and | 7 | | WHEREAS, Trooper Kyle Deatherage was born on April 11, | 8 | | 1980, in Maryville; the son of Barry W. Sr. and April Kay (nee | 9 | | Karpowicz) Deatherage; he married his loving wife, Sarah, on | 10 | | September 16, 2006; and | 11 | | WHEREAS, Trooper Kyle Deatherage as a youth lived in | 12 | | Collinsville before moving with his family to St. Jacob in 1990 | 13 | | and graduated from Triad High School in 1998; he subsequently | 14 | | earned his associate's degree in criminal justice at Lewis and | 15 | | Clark College; and | 16 | | WHEREAS, Trooper Kyle Deatherage began his career in law | 17 | | enforcement with the Staunton Police Department; he later | 18 | | worked for the Madison County Sheriff's Office from July 7, | 19 | | 2004 until May 28, 2009; on May 31, 2009, he became an Illinois | 20 | | State Trooper with District 18 and began serving as a motor | 21 | | officer; and |

| 1 | | WHEREAS, Trooper Kyle Deatherage enjoyed fishing, hunting | 2 | | turkey, deer, and birds and spending time with his close | 3 | | friends and his fellow officers; he was known for always being | 4 | | willing to help; above all, he loved his children and his wife, | 5 | | Sarah; and | 6 | | WHEREAS, Trooper Kyle Deatherage was preceded in death by | 7 | | his paternal grandfather, Ralph M. Deatherage; and his maternal | 8 | | grandparents, Casmir and Rose Anna Karpowicz; and
| 9 | | WHEREAS, Trooper Kyle Deatherage is survived by his wife, | 10 | | Sarah A. (nee Gregory) Deatherage; his daughter, Kaylee Ann | 11 | | Deatherage; his son, Camden Kyle Deatherage; his father, Barry | 12 | | W. Deatherage Sr.; his mother, April Kay (nee Karpowicz) | 13 | | Deatherage; his brothers, Barry W. Deatherage Jr. and Kenneth | 14 | | M. (Ashleigh) Deatherage; his sister, Anna B. Deatherage; his | 15 | | paternal grandmother, Brooksie M. (nee South) Deatherage; and | 16 | | his father-in-law and mother-in-law, Gean B. and Eleanor L. | 17 | | (nee Christin) Gregory; and
| 18 | | WHEREAS, Governor Pat Quinn honored Trooper Kyle | 19 | | Deatherage by ordering the United States and Illinois flags | 20 | | flown at half-staff from sunrise, Thursday, November 29, 2012, | 21 | | until sunset, Saturday, December 1, 2012; and

| 1 | | WHEREAS, Police officers from Illinois, Missouri, the | 2 | | Texas Highway Patrol, the Louisiana State Police, the Ohio | 3 | | State Patrol, and Patriot Guard riders joined a procession of | 4 | | motorcycles and squad cars to Marine City Cemetery where | 5 | | Trooper Kyle Deatherage was laid to rest with honors; and
| 6 | | WHEREAS, Trooper Kyle Deatherage's courage will be | 7 | | remembered fondly by his loving family, his fellow officers, | 8 | | and all who knew him, and it is therefore fitting that we not | 9 | | forget Trooper Kyle Deatherage's sacrifice; therefore, be it
| 10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 11 | | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 12 | | SENATE CONCURRING HEREIN, that we designate the northbound and | 13 | | southbound Coalfield rest stops located at mile post 64 on | 14 | | Interstate 55 in the State of Illinois as the "Trooper Kyle | 15 | | Deatherage Memorial Rest Stop"; and be it further
| 16 | | RESOLVED, That the Illinois Department of Transportation | 17 | | is requested to erect at suitable locations, consistent with | 18 | | State and federal regulations, appropriate plaques or signs | 19 | | giving notice of the name; and be it further
| 20 | | RESOLVED, That suitable copies of this resolution be | 21 | | presented to the family of Trooper Kyle Deatherage, Governor | 22 | | Pat Quinn, the director of the Illinois State Police, and the |
