| 2 | | WHEREAS, Illinois values the health of its waterways and | 3 | | coastal areas, as well as the oceans and coasts of the United | 4 | | States; and
| 5 | | WHEREAS, The United States is a global leader in protecting | 6 | | its oceans and coasts and providing an enjoyable environment | 7 | | for the recreation of its citizens; and
| 8 | | WHEREAS, Plastic pollution poses a significant threat to | 9 | | the health of the planet's oceans, waterways, and coastal | 10 | | environments; and
| 11 | | WHEREAS, Plastic straws pose a health risk to ocean | 12 | | wildlife when ingested; and | 13 | | WHEREAS, Plastic straws are frequently littered or dropped | 14 | | by individuals, escape from waste management systems, and can | 15 | | get deposited onto the beach and washed into storm drains, | 16 | | streams, rivers, and eventually the ocean; and | 17 | | WHEREAS, Reducing consumption of plastic straws can help | 18 | | decrease plastic pollution in the ocean and the United States | 19 | | coastal environment; and |

| 1 | | WHEREAS, Recognizing the negative environmental impact of | 2 | | plastic straws, many restaurants and other establishments in | 3 | | Illinois and around the United States have voluntarily stopped | 4 | | providing plastic straws; and | 5 | | WHEREAS, Customers should be encouraged to make informed | 6 | | choices when considering ways to reduce their impact on the | 7 | | environment; and
| 8 | | WHEREAS, Girl Scout Shelby O'Neil has founded the Jr Ocean | 9 | | Guardians to raise awareness of the problem of ocean plastic | 10 | | and to reduce pollution from straws by starting the "No Straw | 11 | | November" initiative, during which participants pledge to | 12 | | refuse straws for the month of November; therefore, be it
| 13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 14 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 15 | | declare November of 2018 as "No Straw November" in the State of | 16 | | Illinois; and be it further
| 17 | | RESOLVED, That suitable copies of this resolution be | 18 | | presented to Governor Rauner, the Director of the Illinois | 19 | | Environmental Protection Agency, and Shelby O'Neil.
