| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate Stella Foster on being | 4 | | awarded the 2012 Circle of Friends Award at the 18th Annual | 5 | | Friends of Chicago State University Award Dinner "Women in the | 6 | | Business of Transforming Lives" on September 20, 2012; and
| 7 | | WHEREAS, Stella Foster is a long-time columnist for the | 8 | | Chicago Sun-Times; her column "Stella's Column" debuted in the | 9 | | Sun-Times on December 2, 2003, and has become one of the most | 10 | | popular columns in the newspaper; she has enjoyed a career as a | 11 | | writer, broadcaster, and as the long-time assistant to the late | 12 | | Irv Kupcinet; and
| 13 | | WHEREAS, Stella Foster's column is an eclectic mix of news, | 14 | | entertainment, politics, the arts, gossip, and birthday | 15 | | wishes; she publicizes charitable events such as those close to | 16 | | her heart like child abuse, teenage pregnancy, and women's | 17 | | issues; she is proactive on issues and speaks out on subjects | 18 | | such as black on black crime and senseless violence; and
| 19 | | WHEREAS, Stella Foster was born and raised in the Englewood | 20 | | community; she attended Chicago public schools and then began | 21 | | pursuing a professional career in August of 1969 as the new | 22 | | secretary for Irv Kupcinet; and

| 1 | | WHEREAS, Stella Foster was Irv Kupcinet's assistant for 34 | 2 | | years; her writing career began in the mid 1980's when she | 3 | | began penning the column "Starlights by Stella" for the | 4 | | national entertainment magazine, Sister 2 Sister; she later | 5 | | sounded off on a wide range of topics with her column "Oh Boy! | 6 | | Ain't She Opinionated"; and
| 7 | | WHEREAS, Stella Foster has been profiled in Chicago | 8 | | Magazine, Today's Chicago Woman, N'Digo Magapaper, Rolling | 9 | | Out,
and the Chicago Defender; she is the recipient of numerous | 10 | | awards including the Promises Fulfilled
Award from South | 11 | | Central Community Services, a communications award from the 100 | 12 | | Black Men of
Chicago, the Chicago Journalists Association's | 13 | | Lifetime Achievement Award, the Chicago Latino
Network's | 14 | | Platinum Communications Award, the A. Phillip Randolph Pullman | 15 | | Porter Gentle Warrior
Award, the National Association of Black | 16 | | Journalists' Distinguished Service Award, the Rainbow PUSH
| 17 | | Media Trailblazer Award, the Archibald Motley Excellence in | 18 | | Arts Award from the Englewood
Committee, Mt. Sinai's Parenting | 19 | | Institute's African Village Award (which she shared with her | 20 | | family),

Presbyterian Church, the Joint Civic Committee of Italian | 2 | | American's coveted Dante Media Award, and the
Shero Award for | 3 | | Career Achievement from NABFEME; and | 4 | | WHEREAS, Stella Foster has been saluted by the Midwest | 5 | | Radio and
Music Association, hailed as a "Phenomenal Woman" by | 6 | | the Expo for Today's Black Woman, and named
one of the 100 | 7 | | Woman Making a Difference by Today's Chicago Woman Magazine; | 8 | | she received the
Each One Teach One Literacy's Englewood | 9 | | Community Award for Excellence in Journalism and has
earned | 10 | | awards from the Chicago Black Public Relations Society and from | 11 | | the National Council of Negro
Women; she was also presented the | 12 | | Irv Kupcinet Media Giant Award, named in honor of her late
| 13 | | mentor; she is a member of the Chicago Association of Black | 14 | | Journalists, the National Association of
Black Journalists, | 15 | | the Association of Women Journalists, the Press Club, and the | 16 | | Chicago Journalists
Association; therefore, be it | 17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 18 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 19 | | we congratulate Stella Foster on being presented with the 2012 | 20 | | Circle of Friends Award; and be it further
| 21 | | RESOLVED, That a suitable copy of this resolution be | 22 | | presented to Stella Foster as an expression of our esteem and | 23 | | respect.
