| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the passing of Dolores Elizabeth Howard of Chicago, | 4 | | who passed away on February 11, 2011; and
| 5 | | WHEREAS, Dolores Elizabeth Howard
was born on May 29, 1930, | 6 | | as Dolores Batiest in New Orleans,
Louisiana; she was born to | 7 | | Mary (formerly Mary McDonald) and
Arthur Batiest, Sr.; and
| 8 | | WHEREAS, She was baptized on August 3, 1946 at St. Ignatius | 9 | | Chapel in
New Orleans; she was confirmed on
March 30, 1948 in | 10 | | the Church of the Holy Ghost in New Orleans; she attended and | 11 | | graduated from Thomy Lafon School; she enrolled in the eighth | 12 | | grade at Hoffman Junior High School,
and later transferred to | 13 | | McDonogh 35 High School to complete a college preparatory
| 14 | | program and graduated in 1948; and
| 15 | | WHEREAS, She later moved to Chicago to visit with relatives | 16 | | and to
improve her career opportunities; she married the late | 17 | | Robert Frank
Howard from Gonzalez, Louisiana, and they had | 18 | | three children: Michelle, Felicia, and
David; in 1965, she | 19 | | decided to participate in the Manpower Development Training
| 20 | | Program to pursue a course of study that would lead her to | 21 | | becoming a Licensed Practical
Nurse (LPN); after completing the | 22 | | course of study in 1967, and working as an LPN for
nearly a |

| 1 | | decade, she enrolled in Kennedy-King City College in 1975 to | 2 | | pursue an
associate's degree in nursing, and completed her | 3 | | course of
study in 1977; and | 4 | | WHEREAS, During her years
as a nurse, she helped patients | 5 | | at Cook County Hospital, Rush Presbyterian St. Luke
Hospital, | 6 | | Metro Home Health Care, and Jackson Park Hospital; she retired | 7 | | from the
Social Security Administration with the title of | 8 | | Occupational Health Nurse, where she
worked from 1984 to 1995; | 9 | | and
| 10 | | WHEREAS, She earned her bachelors degree from Chicago State | 11 | | University in
1994 at the age of 64, also making the Dean's
| 12 | | List; and | 13 | | WHEREAS, She received an award from the
Social Security | 14 | | Administration for Performance in 1990; and
| 15 | | WHEREAS, She was a fantastic cook, and her renowned gumbo | 16 | | was savored by many relatives and friends; she was
able to | 17 | | visit the Vatican, tour Jerusalem, and visit other countries; | 18 | | she was a member of St. Sabina Church for more than three
| 19 | | decades, and she served as a Minister of Care; she was also a | 20 | | member of the Ladies
Auxiliary of the Knights of Peter Claver | 21 | | and was an active member of the Thursday
Morning Bible Study; | 22 | | and |

| 1 | | WHEREAS, She was preceded in death by her brothers, Alfred, | 2 | | Samuel, and Arthur Jr.; and | 3 | | WHEREAS, Dolores Howard is survived by her children, | 4 | | Michelle Rachel Howard-Vital,
Felicia Marie Howard Spalding, | 5 | | and David John Howard; her granddaughter, Madelyn
Gennee Vital; | 6 | | her sons-in-law, Geri R. Vital and Brad DeWitt Spalding; and | 7 | | her numerous nieces and nephews; therefore, be it
| 8 | | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | 9 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | 10 | | her family and friends, the passing of Dolores Howard; and be | 11 | | it further
| 12 | | RESOLVED, That a suitable copy of this resolution be | 13 | | presented to the family of Dolores Howard as a symbol of our | 14 | | sincere sympathy.
