| 1 | | SENATE RESOLUTION
| 2 | | WHEREAS, The members of the Illinois Senate are saddened | 3 | | to learn of the death of David Ernest "Dave" Higgins of Peoria, | 4 | | who passed away on November 14, 2022; and
| 5 | | WHEREAS, Dave Higgins was born to Robert Joseph and Doris | 6 | | Elizabeth (Davis) Higgins in San Francisco, California on | 7 | | January 7, 1953; he served as a medic in the U.S. Army, where | 8 | | he was stationed in Germany during the Vietnam Era; he married | 9 | | Connie J. Kellerstrass on August 25, 1976; and
| 10 | | WHEREAS, Dave Higgins retired from Road Sprinkler Fitters | 11 | | Local Union 669 after 30 years of service in 2009; he took | 12 | | pride in working for his union in many capacities and | 13 | | especially enjoyed his time working as an organizer; and
| 14 | | WHEREAS, Dave Higgins volunteered for the Heart of | 15 | | Illinois United Way and the NALC food drive; he also served as | 16 | | a blood donor and volunteer for the American Red Cross; and
| 17 | | WHEREAS, Dave Higgins was known as a self-described free | 18 | | spirit; he loved music; he unconditionally loved his family; | 19 | | his strength will continue to inspire and comfort those that | 20 | | knew and loved him; and

| 1 | | WHEREAS, Dave Higgins was preceded in death by his | 2 | | parents; his stepfather, Melvin F. Gillard; and his faithful | 3 | | friends, Duchess, Sparky, and Jaxon; and
| 4 | | WHEREAS, Dave Higgins is survived by his wife; his | 5 | | daughters, Kelli (Michael) Zurek and Kori (Kevin) O'Connor; | 6 | | his grandchildren, Amelia and Isla Zurek and Raina, Meleah, | 7 | | and Bryson Paul; his brother, Ricky (Debbie) Higgins; his | 8 | | sister, Bobbie Polite; his bonus mom and best buddy, Shirley | 9 | | Kellerstrass; his numerous nieces and nephews; his extended | 10 | | family members and friends; and his faithful friend, Charlie; | 11 | | therefore, be it
| 12 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | 13 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 14 | | David Ernest "Dave" Higgins and extend our sincere condolences | 15 | | to his family, friends, and all who knew and loved him; and be | 16 | | it further
