| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to thank Sean R. Stegall for his seven | 4 | | years of dedicated service as Elgin City Manager; and
| 5 | | WHEREAS, Sean Stegall earned a bachelor's degree in | 6 | | political science from Western Illinois University in 1995 and | 7 | | a master's of Public Administration from Northern Illinois | 8 | | University in 1997; he also holds certificates from the Kennedy | 9 | | School of Government at Harvard University, the Senior | 10 | | Executive Institute at the University of Virginia, and the | 11 | | Rocky Mountain Program at Colorado University; and
| 12 | | WHEREAS, In his role as the Chief Executive Officer, Sean | 13 | | Stegall is responsible for the day-to-day activities of the | 14 | | City of Elgin; he previously served as the Assistant City | 15 | | Manager and Budget Director for the City of Elgin and was | 16 | | responsible for the preparation, execution, and monitoring of a | 17 | | budget of $300 million; as Assistant City Manager, he also | 18 | | directly supervised the city's parks and recreation, | 19 | | legislative affairs, public information, neighborhood | 20 | | engagement and planning, and Hispanic outreach; and
| 21 | | WHEREAS, During Sean Stegall's tenure, the City of Elgin | 22 | | experienced both extraordinary growth following the opening of |

| 1 | | the riverboat and extraordinary financial challenges following | 2 | | the Great Recession; under his leadership, the city sustained | 3 | | its AAA bond rating and adapted its business model to improve | 4 | | efficiency, enhance service delivery, and build talent for the | 5 | | future; he led the city in the development of its first | 6 | | comprehensive strategic plan, which connected the city's | 7 | | annual budget and five-year financial plan with the community's | 8 | | vision to become "the City in the Suburbs"; he was also the | 9 | | catalyst for Elgin's 311 Citizen Contact Center, the key driver | 10 | | for the city's performance improvement and citizen engagement | 11 | | strategies which continue to receive national attention; and
| 12 | | WHEREAS, Prior to his work in Elgin, Sean Stegall served as | 13 | | Assistant City Manager and Director of Administrative Services | 14 | | for the City of Batavia, New York, where he was responsible for | 15 | | serving as the City Manager's primary aide in executing the | 16 | | city's administrative affairs; as Director of Administrative | 17 | | Services, he was responsible for directing the Bureaus of | 18 | | Clerk-Treasurer, Personnel, Finance, City Assessment, and | 19 | | Information Systems; he also served as the city's personnel | 20 | | officer, risk manager, purchasing agent, chief financial | 21 | | officer, and information technology administrator; and
| 22 | | WHEREAS, Sean Stegall has accepted a new position as | 23 | | Manager of Cary, North Carolina, a position where his great | 24 | | experience and institutional knowledge will greatly benefit |

| 1 | | the citizens of Cary just as much as it has for the citizens of | 2 | | City of Elgin; and | 3 | | WHEREAS, Sean Stegall serves as a model of hard work, | 4 | | integrity, and dedication for the people of the State of | 5 | | Illinois; therefore, be it
| 6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 7 | | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 8 | | thank Sean Stegall for his seven years of dedicated service as | 9 | | Elgin City Manager and wish him continued success and happiness | 10 | | in his new position as Manager of Cary, North Carolina; and be | 11 | | it further
| 12 | | RESOLVED, That a suitable copy of this resolution be | 13 | | presented to Sean Stegall as a symbol of our esteem and | 14 | | respect.
