| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois | 3 |
| were saddened to learn of the death of Lloyd E. Falconer of | 4 |
| Rockford on November 2, 2004; and
| 5 |
| WHEREAS, He was born on April 11, 1940, in Chicago, to Dr. | 6 |
| Everett G. and Vara C. (Fifer) Falconer; he graduated from | 7 |
| Rockford West High School in 1957 and obtained his bachelor of | 8 |
| arts degree in chemistry from Manchester College in North | 9 |
| Manchester, Indiana, in 1961; and
| 10 |
| WHEREAS, Mr. Falconer married Brenda Bontrager on June 3, | 11 |
| 1961, in Wawaka, Indiana; he was first employed by Harshaw | 12 |
| Chemical Co. in Chicago and then Atlantic Richfield Co. in | 13 |
| Chicago and California; and
| 14 |
| WHEREAS, In 1977, he joined Seward Screw Products Inc. in | 15 |
| Seward, where he became secretary/treasurer; he grew into a | 16 |
| champion of small-business rights, pushing for tax breaks and | 17 |
| regulations that would make it easier for mom and pop shops to | 18 |
| succeed; he joined the National Federation of Independent | 19 |
| Business, first with the Illinois Leadership Council, later as | 20 |
| chairman of the National Leadership Trust, and most recently, | 21 |
| he sat on the National Board of Directors; his other roles in | 22 |
| the community included serving as president of Seward Ag Supply | 23 |
| Inc.; as president of Solarcone Inc.; as a member of the | 24 |
| Advisory Council on Agriculture, Labor, and Small Business of | 25 |
| the Federal Reserve Bank of Chicago; and as a regulatory board | 26 |
| member of the Small Business Administration, Region 5; and
| 27 |
| WHEREAS, Mr. Falconer was active in his community and | 28 |
| served on the Winnebago School Board for several years, was an | 29 |
| organist and board member of First Church of the Brethren in | 30 |
| Rockford, a member of the Rockford Burns Club, a supporter of | 31 |
| the City of Rockford Pipe Band, a supporter of the Rockford |

| area arts, and a member of the Greater Rockford Area Barber | 2 |
| Shop Chorus; and
| 3 |
| WHEREAS, He loved to travel, especially to places where he | 4 |
| could swim, scuba dive, and snorkel; he was a devoted family | 5 |
| man; and
| 6 |
| WHEREAS, The passing of Lloyd E. Falconer has been deeply | 7 |
| felt by many, especially his wife, Brenda Falconer; his | 8 |
| children, Sarah (Alex) Luna and Andrew (Lisa) Falconer; his | 9 |
| grandchildren, Alexander and John Luna; his mother, Vara | 10 |
| Falconer; his sister, Virginia (Ebrahim) Sarkarati; his | 11 |
| brother, Dale (Barbara) Falconer; his nephews, David (Shannon) | 12 |
| Sarkarati and Kamran Sarkarati; his aunts, Woodena (Woodrow) | 13 |
| Colvin and Myrtle McCray; and his numerous cherished cousins | 14 |
| and dear friends; he was preceded in death by his father, Dr. | 15 |
| Everett G. Falconer; his uncle, Earl McCray; and his aunt, Wava | 16 |
| Diehl; therefore, be it

| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | 18 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 19 |
| Lloyd E. Falconer, and we extend our deepest sympathy to his | 20 |
| family, friends, and all who knew and loved him; and be it | 21 |
| further
| 22 |
| RESOLVED, That a suitable copy of this resolution be | 23 |
| presented to the family of Mr. Falconer as an expression of our | 24 |
| sincere condolences and in remembrance of the many | 25 |
| contributions he made to the world of small-business and his | 26 |
| community.
