| AN ACT concerning State government.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Commission on the Elimination of Poverty Act | 5 |
| is amended by changing Sections 15 and 20 as follows: | 6 |

| Sec. 15. Members. The Commission on the Elimination of | 8 |
| Poverty shall be composed of no more than 26 voting members | 9 |
| including 2 members of the Illinois House of Representatives, | 10 |
| one appointed by the Speaker of the House and one appointed by | 11 |
| the House Minority Leader; 2 members of the Illinois Senate, | 12 |
| one appointed by the Senate President and one appointed by the | 13 |
| Senate Minority Leader; one representative of the Office of the | 14 |
| Governor appointed by the Governor; one representative of the | 15 |
| Office of the Lieutenant Governor appointed by the Lieutenant | 16 |
| Governor; and 20 public members, 4 of whom shall be appointed | 17 |
| by the Governor, 4 of whom shall be appointed by the Speaker of | 18 |
| the House, 4 of whom shall be appointed by the House Minority | 19 |
| Leader, 4 of whom shall be appointed by the Senate President, | 20 |
| and 4 of whom shall be appointed by the Senate Minority Leader. | 21 |
| It shall be determined by lot who will appoint which public | 22 |
| members of the Commission. The public members shall include a | 23 |
| representative of a service-based human rights organization; 2 |

| representatives from anti-poverty organizations, including one | 2 |
| that focuses on rural poverty; 2 individuals who have | 3 |
| experienced extreme poverty; a representative of an | 4 |
| organization that advocates for health care access, | 5 |
| affordability and availability; a representative of an | 6 |
| organization that advocates for persons with mental illness; a | 7 |
| representative of an organization that advocates for children | 8 |
| and youth; a representative of an organization that advocates | 9 |
| for quality and equality in education; a representative of an | 10 |
| organization that advocates for people who are homeless; a | 11 |
| representative of a statewide anti-hunger organization; a | 12 |
| person with a disability; a representative of an organization | 13 |
| that advocates for persons with disabilities; a representative | 14 |
| of an organization that advocates for immigrants; a | 15 |
| representative of a statewide faith-based organization that | 16 |
| provides direct social services in Illinois; a representative | 17 |
| of an organization that advocates for economic security for | 18 |
| women; a representative of an organization that advocates for | 19 |
| older adults; a representative of a labor organization that | 20 |
| represents primarily low and middle-income wage earners; a | 21 |
| representative of a municipal or county government; and a | 22 |
| representative of township government. The appointed members | 23 |
| shall reflect the racial, gender, and geographic diversity of | 24 |
| the State and shall include representation from regions of the | 25 |
| State experiencing the highest rates of extreme poverty. | 26 |
| The following officials shall serve as ex-officio members: |

| the Secretary of Human Services or his or her designee; the | 2 |
| Director of Corrections or his or her designee; the Director of | 3 |
| Healthcare and Family Services or his or her designee; the | 4 |
| Director of Human Rights or his or her designee; the Director | 5 |
| of Children and Family Services or his or her designee; the | 6 |
| Director of Commerce and Economic Opportunity or his or her | 7 |
| designee; the State Superintendent of Education or his or her | 8 |
| designee; the Director of Aging or his or her designee; the | 9 |
| Director of Public Health or his or her designee; and the | 10 |
| Director of Employment Security or his or her designee. The | 11 |
| State Workforce Investment Board, the African-American Family | 12 |
| Commission, and the Latino Family Commission shall each | 13 |
| designate a liaison to serve ex-officio on the Commission.

| Members shall serve without compensation, but, subject to | 15 |
| the availability of funds, public members may be reimbursed for | 16 |
| reasonable and necessary travel expenses connected to | 17 |
| Commission business. | 18 |
| Commission members shall be appointed within 60 days after | 19 |
| the effective date of this Act. The Commission shall hold its | 20 |
| initial meeting within 30 days after at least 50% of the | 21 |
| members have been appointed. | 22 |
| The representative of the Office of the Governor and the | 23 |
| representative of a service-based human rights organization | 24 |
| shall serve as co-chairs of the Commission. | 25 |
| At the first meeting of the Commission, the members shall | 26 |
| select a 7-person Steering Committee that includes the |

| co-chairs. | 2 |
| The Commission may establish committees that address | 3 |
| specific issues or populations and may appoint individuals with | 4 |
| relevant expertise who are not appointed members of the | 5 |
| Commission to serve on committees as needed. | 6 |
| Subject to appropriation, the office of the Governor, or a | 7 |
| designee of the Governor's choosing, shall provide | 8 |
| administrative support to the Commission. Under the leadership | 9 |
| of the Office of the Governor, subject to appropriation, the | 10 |
| Department of Human Services shall provide administrative | 11 |
| support to the Commission.

| Sec. 20. Meetings; reports. The full Commission shall meet | 15 |
| at least annually. The Steering Committee shall meet at least | 16 |
| quarterly. In addition, it may hold up to 4 public hearings to | 17 |
| assist in the development of the strategic plan. The Commission | 18 |
| shall also consider written comments for the purpose of | 19 |
| developing the strategic plan. | 20 |
| The Commission shall issue an interim report on its | 21 |
| activities and recommendations to the constitutional officers | 22 |
| and to the General Assembly on or before December March 1, | 23 |
| 2009. The strategic plan shall be adopted by the Commission not | 24 |
| later than April January 1, 2010 and sent to the constitutional | 25 |
| officers and to the General Assembly. Following the adoption of |

| the strategic plan, the Commission shall continue to meet and | 2 |
| issue annual reports by September March 1st of each year after | 3 |
| 2010 on the implementation of the strategic plan. | 4 |
| The Commission shall hold at least one public hearing prior | 5 |
| to the issuance of each annual report.

| Section 99. Effective date. This Act takes effect upon | 8 |
| becoming law.
