| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to honor our esteemed colleague, | 4 | | State Representative Al Riley, for his nearly 12 years as a | 5 | | member of the Illinois General Assembly and thank him for his | 6 | | dedicated service to our State and to his community; and
| 7 | | WHEREAS, Representative Riley was born in Chicago to a | 8 | | union steward and civil rights leader who focused on improving | 9 | | fair housing and equal opportunity, which, as a teenager, | 10 | | piqued his interest in public policy and quantitative research; | 11 | | and
| 12 | | WHEREAS, Professionally, Representative Riley is an urban | 13 | | planner and a statistician; he has worked as a Chief Planner | 14 | | and Director in county government, a Director in Institutional | 15 | | Research and Planning for Thornton Community College, and a | 16 | | Director of Biostatistics and Computer Services for the | 17 | | Illinois Cancer Council; for 11 years, he has also worked as a | 18 | | professor at the University of Illinois at Chicago and | 19 | | Governor's State University; and
| 20 | | WHEREAS, Representative Riley proudly served his country | 21 | | on active and reserve duty in the United States Army from 1972 | 22 | | until 1978 in the branches of Psychological Operations and |

| 1 | | Civil Affairs; and
| 2 | | WHEREAS, Since joining the Illinois General Assembly, | 3 | | Representative Riley has dedicated his abundance of skills to | 4 | | making progress on issues of resource allocation and equity for | 5 | | the Southland region of the Chicago metropolitan area; and
| 6 | | WHEREAS, Representative Riley served as the Chairman of the | 7 | | House Mass Transit Committee and worked to produce landmark | 8 | | Mass Transit legislation which brought a permanent south | 9 | | suburban seat on the Metra Board, increased funds for | 10 | | innovative transit solutions for PACE, a bond issue promise for | 11 | | new cars, improvements on the Metra Electric line, and | 12 | | development of the SouthEast Service line to provide reliable | 13 | | transit to the Southland; and
| 14 | | WHEREAS, During an unprecedented State budget impasse, | 15 | | Representative Riley took a crucial step toward resolving the | 16 | | crisis by leading the charge on reforming state procurement | 17 | | operations as a major portion of a bargain to move the state | 18 | | forward; his efforts were integral in expanding access for | 19 | | small businesses and minority contractors to conduct business | 20 | | with the State of Illinois; and
| 21 | | WHEREAS, Representative Riley has served on many civic and | 22 | | charitable foundations, including the executive boards of the |

| 1 | | Boy Scouts of America-Calumet Council, the Illinois | 2 | | Philharmonic Orchestra, Jazz in the Park for Charity, the Unity | 3 | | Coalition of the South suburbs, and the UIC College of Urban | 4 | | Planning Alumni Association; he is also a member of the Alpha | 5 | | Phi Alpha Fraternity, Theta Mu Lambda Chapter; and
| 6 | | WHEREAS, All who had the honor to serve with Representative | 7 | | Riley will miss his friendship, kindness, sincerity, | 8 | | unparalleled wit, and his unwavering commitment to his family, | 9 | | his community, and the State of Illinois; therefore, be it
| 10 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 11 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 12 | | congratulate and thank State Representative Al Riley for his | 13 | | years of dedicated service; and be it further
