| 1 | | AN ACT concerning education.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The School Code is amended by changing Section | 5 | | 2-3.160 as added by Public Act 98-695 and by renumbering and | 6 | | changing Section 2-3.160 as added by Public Act 98-705 as | 7 | | follows: | 8 | | (105 ILCS 5/2-3.160) | 9 | | (Section scheduled to be repealed on July 1, 2015) | 10 | | Sec. 2-3.160. School Security and Standards Task Force. | 11 | | (a) The School Security and Standards Task Force is created | 12 | | within the State Board of Education to study the security of | 13 | | schools in this State, make recommendations, and draft minimum | 14 | | standards for use by schools to make them more secure and to | 15 | | provide a safer learning environment for the children of this | 16 | | State. The Task Force shall consist of all of the following | 17 | | members: | 18 | | (1) One member of the public who is a parent and one | 19 | | member of the Senate, appointed by the President of the | 20 | | Senate. | 21 | | (2) One member of the public who is a parent and one | 22 | | member of the Senate, appointed by the Minority Leader of | 23 | | the Senate. |

| 1 | | (3) One member of the public who is a parent and one | 2 | | member of the House of Representatives, appointed by the | 3 | | Speaker of the House of Representatives. | 4 | | (4) One member of the public who is a parent and one | 5 | | member of the House of Representatives, appointed by the | 6 | | Minority Leader of the House of Representatives. | 7 | | (5) A representative from the State Board of Education, | 8 | | appointed by the Chairperson of the State Board of | 9 | | Education. | 10 | | (6) A representative from the Department of State | 11 | | Police, appointed by the Director of State Police. | 12 | | (7) A representative from an association representing | 13 | | Illinois sheriffs, appointed by the Governor. | 14 | | (8) A representative from an association representing | 15 | | Illinois chiefs of police, appointed by the Governor. | 16 | | (9) A representative from an association representing | 17 | | Illinois firefighters, appointed by the Governor. | 18 | | (10) A representative from an association representing | 19 | | Illinois regional superintendents of schools, appointed by | 20 | | the Governor. | 21 | | (11) A representative from an association representing | 22 | | Illinois principals, appointed by the Governor. | 23 | | (12) A representative from an association representing | 24 | | Illinois school boards, appointed by the Governor. | 25 | | (13) A representative from the security consulting | 26 | | profession, appointed by the Governor. |

| 1 | | (14) An architect or engineer who specializes in | 2 | | security issues, appointed by the Governor. | 3 | | Members of the Task Force appointed by the Governor must be | 4 | | individuals who have knowledge, experience, and expertise in | 5 | | the field of security or who have worked within the school | 6 | | system. The appointment of members by the Governor must reflect | 7 | | the geographic diversity of this State. | 8 | | Members of the Task Force shall serve without compensation | 9 | | and shall not be reimbursed for their expenses. | 10 | | (b) The Task Force shall meet initially at the call of the | 11 | | State Superintendent of Education. At this initial meeting, the | 12 | | Task Force shall elect a member as presiding officer of the | 13 | | Task Force by a majority vote of the membership of the Task | 14 | | Force. Thereafter, the Task Force shall meet at the call of the | 15 | | presiding officer. | 16 | | (c) The State Board of Education shall provide | 17 | | administrative and other support to the Task Force. | 18 | | (d) The Task Force shall make recommendations for minimum | 19 | | standards for security for the schools in this State. In making | 20 | | those recommendations, the Task Force shall do all of the | 21 | | following: | 22 | | (1) Gather information concerning security in schools | 23 | | as it presently exists. | 24 | | (2) Receive reports and testimony from individuals, | 25 | | school district superintendents, principals, teachers, | 26 | | security experts, architects, engineers, and the law |

| 1 | | enforcement community. | 2 | | (3) Create minimum standards for securing schools. | 3 | | (4) Give consideration to securing the physical | 4 | | structures, security staffing recommendations, | 5 | | communications, security equipment, alarms, video and | 6 | | audio monitoring, school policies, egress and ingress, | 7 | | security plans, emergency exits and escape, and any other | 8 | | areas of security that the Task Force deems appropriate for | 9 | | securing schools. | 10 | | (5) Create a model security plan policy. | 11 | | (6) Suggest possible funding recommendations for | 12 | | schools to access for use in implementing enhanced security | 13 | | measures. | 14 | | (7) On or before January 1, 2016 2015 , submit a report | 15 | | to the General Assembly and the Governor on specific | 16 | | recommendations for changes to the current law or other | 17 | | legislative measures. | 18 | | (8) On or before July 1, 2016 January 1, 2015 , submit a | 19 | | report to the State Board of Education on specific | 20 | | recommendations for model security plan policies for | 21 | | schools to access and use as a guideline. This report is | 22 | | exempt from inspection and copying under Section 7 of the | 23 | | Freedom of Information Act. | 24 | | The Task Force's recommendations may include proposals for | 25 | | specific statutory changes and methods to foster cooperation | 26 | | among State agencies and between this State and local |

| 1 | | government. | 2 | | (e) The Task Force is abolished and this Section is | 3 | | repealed on July 2, 2016 1, 2015 .

Definition of dyslexia in rules; | 7 | | reading instruction advisory group. | 8 | | (a) The State Board of Education shall adopt rules that | 9 | | incorporate an international definition of dyslexia into Part | 10 | | 226 of Title 23 of the Illinois Administrative Code. | 11 | | (b) Subject to specific State appropriation or the | 12 | | availability of private donations, the State Board of Education | 13 | | shall establish an advisory group to develop a training module | 14 | | or training modules to provide education and professional | 15 | | development to teachers, school administrators, and other | 16 | | education professionals regarding multi-sensory, systematic, | 17 | | and sequential instruction in reading. This advisory group | 18 | | shall complete its work before December 15 July 31 , 2015 and is | 19 | | abolished on December 15 July 31 , 2015.
