| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to congratulate State Representative and | 4 | | House Republican Floor Leader Peter Breen on his distinguished | 5 | | service to the 48th Legislative District and the people of | 6 | | Illinois; and
| 7 | | WHEREAS, Rep. Breen was a member of the Illinois House of | 8 | | Representatives from 2015 to 2019 and served the body with | 9 | | honor and distinction; and
| 10 | | WHEREAS, The people of DuPage County were well-served by | 11 | | the leadership and bipartisanship of Rep. Breen during his two | 12 | | terms in the Illinois House of Representatives; and | 13 | | WHEREAS, Rep. Breen graduated from Naperville North High | 14 | | School and earned a Bachelor of Science in Electrical | 15 | | Engineering from Vanderbilt University, finishing his B.E. in | 16 | | three years; he went on to earn his Juris Doctorate from the | 17 | | University of Notre Dame; and | 18 | | WHEREAS, Prior to taking his seat in the General Assembly, | 19 | | Rep. Breen served from 2011 to 2014 as a trustee and acting | 20 | | village president for the Village of Lombard; and |

| 1 | | WHEREAS, In addition to his service in the General | 2 | | Assembly, Rep. Breen practices constitutional law and is | 3 | | employed as special counsel for the Thomas More Society, a | 4 | | not-for profit law firm specializing in defense of First | 5 | | Amendment rights; and | 6 | | WHEREAS, Rep. Breen and his wife, Margie, are raising their | 7 | | two sons, Matthew and James, in Lombard; and | 8 | | WHEREAS, Rep. Breen was elected to the Illinois House of | 9 | | Representatives in November of 2014 and took his oath of office | 10 | | in January of 2015; he was re-elected to the 48th District seat | 11 | | in November of 2016; and | 12 | | WHEREAS, In recognition of his leadership and expertise, | 13 | | Rep. Breen was appointed to serve in February of 2017 on the | 14 | | Joint Commission on Administrative Rules (JCAR), a | 15 | | bi-partisan, bi-cameral legislative oversight committee; and | 16 | | WHEREAS, In further recognition of his leadership within | 17 | | the 51-member House Republican Caucus, Rep. Breen was elevated | 18 | | to the position of House Republican Floor Leader in July of | 19 | | 2017, where he served the caucus as the lead debater on bills | 20 | | brought to the House floor for discussion and debate; and | 21 | | WHEREAS, During his four years in the Illinois House of |

Breen served on several influential | 2 | | House Committees, including the Energy, Financial | 3 | | Institutions, Judiciary-Civil, Labor & Commerce, Public | 4 | | Utilities, Restorative Justice, Consumer Protection, Economic | 5 | | Development & Housing, and Insurance Committees; he also served | 6 | | on the Workers' Compensation, Tort Liability Law, Real & | 7 | | Personal Property Law, and Civil Process Subcommittees; and | 8 | | WHEREAS, Rep. Breen always promoted honest dialogue | 9 | | regarding all points of view on legislative issues and has been | 10 | | a fierce advocate of balanced budgets and responsible spending; | 11 | | and | 12 | | WHEREAS, Rep. Breen was respected for his unwavering | 13 | | support of rights for unborn children; and | 14 | | WHEREAS, Over the last four years, Rep. Breen ushered 32 | 15 | | bills into law as the chief sponsor and championed dozens of | 16 | | other bills that became laws as a chief co-sponsor or sponsor; | 17 | | and | 18 | | WHEREAS, Rep. Breen was the chief sponsor of Public Act | 19 | | 100-0186, an electronic document filing bill that will save | 20 | | small businesses and non-profits millions in filing fees; and | 21 | | WHEREAS, Rep. Breen also authored Public Act 99-0646, the |

Government Wage Increase Transparency Act, which seeks to | 2 | | put an end to pension spiking at the local level; and
| 3 | | WHEREAS, Rep. Breen showed a commitment to public safety by | 4 | | serving as the chief Republican negotiator of bipartisan | 5 | | legislation signed into law as Public Act 100-0607, which | 6 | | provides a procedure for family members or law enforcement to | 7 | | petition for an emergency restraining order to prohibit a | 8 | | dangerous person from possessing firearms; and
| 9 | | WHEREAS, Rep. Breen worked with suburban families with | 10 | | autistic children who attend Lombard's Soaring Eagle Academy | 11 | | and passed legislation signed into law as Public Act 100-0667, | 12 | | which allows the Soaring Eagle Academy to transport its K-8 | 13 | | students to off-site locations for learning opportunities; and
| 14 | | WHEREAS, Rep. Breen has been honored with a multitude of | 15 | | awards and recognitions during his time in the General | 16 | | Assembly, including the Guardian of Small Business Award from | 17 | | the Illinois branch of the National Federation of Independent | 18 | | Businesses, the Perfect Scorecard for Environmental | 19 | | Stewardship Award from the Illinois Environmental Council, the | 20 | | Champion of Free Enterprise Award from the Illinois Chamber of | 21 | | Commerce, the TMA Perfect Score Award from the Illinois | 22 | | Technology & Manufacturing Association, and the Friend of | 23 | | Manufacturing Award from the Illinois Manufacturers' |

| 2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | 3 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 4 | | congratulate State Representative Peter Breen on making a | 5 | | positive difference in the lives of the people he represented | 6 | | in the 48th District, DuPage County, and across Illinois, and | 7 | | we wish him the best in all his future endeavors; and be it | 8 | | further
