| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives wish to honor Representative Chapin Rose for | 4 | | his service and accomplishments in the Illinois House of | 5 | | Representatives and congratulate him on his recent election to | 6 | | the 51st Illinois State Senate District; and
| 7 | | WHEREAS, Chapin Rose was born and raised in central | 8 | | Illinois; having grown up in the college town of Charleston, he | 9 | | has a lifelong passion for higher education and a special place | 10 | | in his heart for Eastern Illinois University and Panther | 11 | | Athletics; and
| 12 | | WHEREAS, Upon graduating from Charleston High School, | 13 | | Chapin Rose enrolled in and earned his bachelor's degree from | 14 | | the University of Illinois; he also graduated from the | 15 | | University of Illinois College of Law and is a lifetime member | 16 | | of the University of Illinois Alumni Association and a proud | 17 | | supporter of Fighting Illini Athletics; and
| 18 | | WHEREAS, Before beginning his service with the Illinois | 19 | | House in 2003, Representative Rose served as a Senior Assistant | 20 | | State's Attorney in Champaign County with a felony caseload; | 21 | | and

| 1 | | WHEREAS, Representative Chapin Rose has been a tireless | 2 | | advocate for families and institutions in his district, | 3 | | promoting jobs, agriculture and support for local universities | 4 | | and community colleges; and | 5 | | WHEREAS, As Co-Chairman of the House Republican | 6 | | Methamphetamine Task Force, Representative Rose helped | 7 | | organize public hearings across the State and spearheaded the | 8 | | passage of a comprehensive legislative package cracking down on | 9 | | meth makers and diminishing the dangerous drug's impact on | 10 | | local families and communities; and
| 11 | | WHEREAS, Calling on his experience as a former prosecutor, | 12 | | Chapin Rose helped implement a comprehensive and much needed | 13 | | rewrite of the State of Illinois' Criminal Code; and
| 14 | | WHEREAS, Representative Rose worked in a bipartisan | 15 | | fashion on the House Medicaid Working Group to craft and pass | 16 | | landmark cost-saving Medicaid reforms; and | 17 | | WHEREAS, Representative Rose worked with State colleges | 18 | | and universities to fundamentally change the way our | 19 | | institutions of higher education are funded through | 20 | | Performance Based Budgeting for universities; and
| 21 | | WHEREAS, Representative Rose championed support for |

| 1 | | Eastern Illinois University's Fine Arts Center project and its | 2 | | Renewable Energy Center, the University of Illinois' Allerton | 3 | | Park, and various projects and programs at Parkland and | 4 | | Lakeland Colleges - both institutions that he attended as a | 5 | | student during his formative years; and | 6 | | WHEREAS, Representative Rose played a key role in the | 7 | | impeachment of former Governor Rod Blagojevich and is the only | 8 | | member of the General Assembly in State history to testify at | 9 | | the impeachment trial of a sitting governor; and
| 10 | | WHEREAS, Representative Chapin Rose has received numerous | 11 | | awards for his work in the General Assembly, including the 2003 | 12 | | Bowhay Fellowship Award from the Midwestern Legislative | 13 | | Conference, the Legislator of the Year award from the Illinois | 14 | | Drug Education Alliance, the Illinois Farm Bureau/Activator | 15 | | "Friend of Agriculture" Award during each term of office,
the | 16 | | Illinois Alcoholism and Drug Dependence Association's 2005 | 17 | | Legislative Leadership Award, the Douglas County Regional | 18 | | Prevention Group's Certificate of Recognition for | 19 | | Methamphetamine Awareness in Central Illinois in 2006, and the | 20 | | Illinois Civil Justice League's 2007 Friends of Fairness Award; | 21 | | he was also a member of the inaugural class of the prestigious | 22 | | Edgar Fellows; and
| 23 | | WHEREAS, Representative Rose and his wife, Camille, are the |

| 1 | | proud parents of 4 children, Jack, Annie, Kyra, and Grace; and
| 2 | | WHEREAS, The members of the Illinois House will miss both | 3 | | the dedication and humor with which Representative Rose has | 4 | | tackled the issues that come before this chamber and wish him | 5 | | well in the new challenges that await him in the Illinois | 6 | | Senate; therefore, be it
| 7 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 8 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 9 | | we honor Representative Chapin Rose on his service and | 10 | | accomplishments in the Illinois House, congratulate him on his | 11 | | recent election to the 51st Illinois State Senate District, and | 12 | | wish him continued success in the future; and be it further
| 13 | | RESOLVED, That a suitable copy of this resolution be | 14 | | presented to Representative Chapin Rose as an expression of our | 15 | | esteem and respect.
