| 2 | | WHEREAS, The members of the Illinois Senate are saddened to | 3 | | learn of the death of former Illinois State Representative | 4 | | Michael K. Smith, who passed away on August 9, 2014; and
| 5 | | WHEREAS, Representative Michael Smith was born in Canton on | 6 | | May 23, 1966 to Dale and Betty Bertetto Smith; he graduated | 7 | | from Canton High School; In 1988, he graduated from Bradley | 8 | | University in Peoria with a Bachelor of Arts in Political | 9 | | Science; on February 9, 1991, he married Donna L. Shaw in | 10 | | Canton; and
| 11 | | WHEREAS, Representative Michael Smith worked as a | 12 | | legislative assistant for the Illinois House of | 13 | | Representatives from 1986 to 1992, where he was assigned to the | 14 | | staff of the Judiciary II Criminal Law Committee; from 1992 to | 15 | | 1995, he was a Citizens Advocate in the Peoria Regional Office | 16 | | of the Illinois Attorney General's Office; he was elected State | 17 | | Representative in 1995 and served 8 terms representing the 91st | 18 | | District, including parts of Fulton, Peoria, and Tazewell | 19 | | counties; he was appointed Chairman of the Elementary and | 20 | | Secondary Education Committee, the Appropriation Committee for | 21 | | Elementary and Secondary Education Committee, and the | 22 | | Agriculture and Conservation Committee; he served as a member | 23 | | of the Environment and Energy Committee, the Financial |

| 1 | | Institutions Committee, the Judiciary II Criminal Law | 2 | | Committee, and the Personnel and Pensions Committee; he served | 3 | | as the Chairman and Vice-Chairman of the Downstate Democratic | 4 | | Caucus and was the Founder and Co-Chairman of the Illinois | 5 | | Legislative Fire Services Caucus; and
| 6 | | WHEREAS, Representative Michael Smith served the Graham | 7 | | Hospital in Canton as a trustee emeritus and the 336 Highway | 8 | | Coalition as a founding member; he was past president of the | 9 | | Canton Area Chamber of Commerce, a former board member of the | 10 | | American Heart Association Illinois Affiliate, past president | 11 | | of the American Heart Association Fulton County Division, a | 12 | | former board member of the Fulton-Mason Crisis Service, and | 13 | | past Parish Council President at St. Mary's Catholic Church; | 14 | | and | 15 | | WHEREAS, Representative Michael Smith received numerous | 16 | | awards and recognitions, including the Glen Walters Memorial | 17 | | Award, the Associated Fire Fighters of Illinois Legislator of | 18 | | the Year, the Illinois Association of Fire Protection Districts | 19 | | Friend of Agriculture, the Illinois Fertilizer and Chemical | 20 | | Association 1999 Legislative Award, the Illinois Association | 21 | | of Rural Electric Co-ops Representative of the Year, the | 22 | | Illinois ABATE Outstanding Legislator Award, the Illinois | 23 | | Education Association Legislative Service Award, the Illinois | 24 | | Hospital Association Friend of Agriculture, and the Illinois |

| 2 | | WHEREAS, Representative Michael Smith was preceded in | 3 | | death by his father, Dale; and
| 4 | | WHEREAS, Representative Michael Smith is survived by his | 5 | | wife, Donna; his mother, Betty; his sisters, Sandra Schuman and | 6 | | Pat Fowler; his nieces and nephews, Greg Schuman, Amy Tiff, | 7 | | Angela (Tim) Burke, Natalie Fowler, Amanda Waddell, Nick | 8 | | (Erika) Shaw, Joel (Kerrie) Shaw, and Derek Shaw; and several | 9 | | great-nieces and nephews; therefore, be it
| 10 | | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | 11 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 12 | | former Illinois State Representative Michael K. Smith, and | 13 | | extend our sincere condolences to his family, friends, and all | 14 | | who knew and loved him; and be it further
