| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives are pleased to honor our friend and colleague, | 4 | | Illinois State Representative David Miller, for his service to | 5 | | the people of the State of Illinois; and
| 6 | | WHEREAS, Throughout his 17 years of practicing dentistry, | 7 | | Representative Miller has integrated community activities and | 8 | | dental health; in an effort to fulfill his desire of giving | 9 | | back to his community, he established a Chicago dental office | 10 | | to treat the underserved population of children, who are the | 11 | | majority of his patients; he has also been an instrumental part | 12 | | of numerous on-site dental screening programs in the | 13 | | Chicagoland area to benefit children; and
| 14 | | WHEREAS, During his tenure as an Illinois State | 15 | | Representative, David Miller has consistently fought for his | 16 | | constituency and the people of this State; he was instrumental | 17 | | in reforming the payday loan industry in the State, having | 18 | | devised a plan that protects consumers and allows lenders to | 19 | | provide short-term loans; he was the chief sponsor of the | 20 | | Payday Loan Reform Act, which establishes loan limits based on | 21 | | income and outstanding debt; during the 94th General Assembly, | 22 | | he advocated for House Bill 1058, which allows identity theft | 23 | | victims to make a written request to credit reporting agencies |

| 1 | | to initiate a freeze on an account, and supported House Bill | 2 | | 1633, which requires data collection companies to notify | 3 | | Illinois residents in the event of a security breach that | 4 | | compromises sensitive personal information; and
| 5 | | WHEREAS, Representative Miller has worked tirelessly to | 6 | | increase funding for schools in his district; believes that | 7 | | every child deserves an opportunity to learn in the best | 8 | | schools, which is why
he has worked tirelessly to achieve | 9 | | equitable and affordable education in Illinois; he authored
| 10 | | legislation, House Bill 750, that provides parity in education | 11 | | funding, while also relieving the property tax burden on
| 12 | | homeowners; during the 95th General Assembly, he was a | 13 | | supporter of House Bill 5038, which would have doubled the | 14 | | funding for early childhood education programs; he backed | 15 | | legislation to create a Continued Reading Improvement Grant | 16 | | Program to guarantee that Illinois students are given ample | 17 | | resources to master reading skills; he was a supporter of | 18 | | efforts to increase funds targeted to children aged 0 to 3 as | 19 | | part of Early Childhood Education funding, without harming | 20 | | existing preschool education programs; during the 96th General | 21 | | Assembly, he sponsored Senate Bill 325, which requires the | 22 | | State to guarantee bonds issued by the Illinois Student | 23 | | Assistance Commission in an effort to ensure that funds are | 24 | | available to provide grants and other assistance to those | 25 | | wanting to attend college; and |

| 1 | | WHEREAS, As the chairman of the Illinois House Higher | 2 | | Education Committee, Representative Miller formulated a Higher | 3 | | Education Affordability Package during the 95th General | 4 | | Assembly to help make the dream of attending college easier to | 5 | | achieve; the package included House Bill 330, which would allow | 6 | | independent students who are currently eligible for MAP grants | 7 | | to receive larger awards, House Bill 703, which would have | 8 | | raised the maximum MAP grant allowances, and House Joint | 9 | | Resolution 32, which charges the Illinois Student Assistance | 10 | | Commission with documenting the overall financial need of | 11 | | independent students in Illinois and how much they are helped | 12 | | by the Monetary Award Program; and | 13 | | WHEREAS, As Chairman of the House Higher Education | 14 | | Appropriations Committee, Representative Miller ensured no | 15 | | cuts were made to the State's colleges and universities and | 16 | | helped to increase the funding for the Monetary Award Program | 17 | | grants for needy college students by $34.4 million; he worked | 18 | | to include $1.5 million for nursing scholarships to help | 19 | | alleviate serious personnel shortages; during the 96th General | 20 | | Assembly, he sponsored Senate Bill 325, which requires the | 21 | | State to guarantee bonds issued by the Illinois Student | 22 | | Assistance Commission in an effort to ensure that funds are | 23 | | available to provide grants and other assistance to those | 24 | | wanting to attend college; and

| 1 | | WHEREAS, Representative Miller has been a stalwart | 2 | | advocate for greater economic development in the Southland; he | 3 | | introduced legislation that creates the Illinois Urban | 4 | | Development Authority, which would help promote economic | 5 | | growth in struggling areas by providing the tools needed to | 6 | | develop revitalization strategies for their communities; | 7 | | Representative Miller and South Suburban lawmakers sought to | 8 | | ensure the Southland received its fair share of those funds by | 9 | | passing a measure creating the Southwest Suburban Railroad | 10 | | Redevelopment Authority, which would work to improve railroad | 11 | | tracks and crossings in the south suburbs; during the 96th | 12 | | General Assembly, he was the sponsor of House Bill 264, which | 13 | | would create the Illinois Urban Development Authority Act and | 14 | | requires the Authority to make annual reports to certain | 15 | | entities; he also supported legislation that provides funding | 16 | | for a capital program to repair, replace, and build much-needed | 17 | | infrastructure throughout the State; and | 18 | | WHEREAS, Representative Miller continues to support the | 19 | | development of a third regional airport and was pleased that | 20 | | the
Attorney General decided to offer an opinion on the Abraham | 21 | | Lincoln Airport; he is also happy
that money has been | 22 | | re-allocated for the continued purchase of land for the | 23 | | project; he has
been a strong advocate for the third regional | 24 | | airport, which would provide the South Suburbs with

| 1 | | needed economic stimulus; and | 2 | | WHEREAS, Representative Miller was instrumental in the | 3 | | creation of the Illinois Cares Rx program, which helped to fill | 4 | | the gap in federal Medicare Part D coverage and ensure that | 5 | | lower-income Illinois' senior citizens and disabled persons | 6 | | receive the best coverage possible under the federal plan; and | 7 | | WHEREAS, Representative Miller has been the recipient of | 8 | | numerous awards and designations for his service to the | 9 | | community, including the 2003 Legislator of the Year by | 10 | | Illinois Pharmacists Association, the 2003 Monsignor John Egan | 11 | | Payday Loan Reform Award, the 2003 Government Partner Award | 12 | | from Metropolitan Family Services, the 2004 Distinguished | 13 | | Alumni of University of Illinois College of Dentistry, and the | 14 | | 2006 American Institute of Architectures Legislator of the Year | 15 | | award; he is also the president of the Illinois Legislative | 16 | | Southland Caucus and a member of the BILLD and Flemming | 17 | | Legislative Fellowships for leadership and his community | 18 | | activity; and | 19 | | WHEREAS, Representative Miller has served as a model of | 20 | | hard work, integrity, and dedication for his constituency and | 21 | | the people of the State of Illinois; therefore, be it
